Yoram Baguma, 28, has been remanded to Luzira Prison after appearing before court on three charges, including annoying the person of the president, following an incident during President Yoweri Museveni’s campaign rally in Kawempe North.
Baguma, a resident of Katabi in Wakiso District, breached the presidential security cordon during the final rally for NRM candidate Faridah Nambi, held on March 11 at Kawempe Mbogo Playground. A viral video from the day showed a man dashing past heavily armed Special Forces Command (SFC) operatives towards President Museveni’s tent moments after he had finished his address.
The incident caused commotion and raised questions about presidential security. Baguma was quickly overpowered by a second line of soldiers just meters away from the President’s position, and was later detained at Kawempe Division Police Station.
After more than a month in custody, Baguma was on Tuesday presented before Kawempe Grade One Magistrate Damalie Agumisimwe. He faces three charges: annoying the person of the president, disobeying lawful orders, and assaulting security personnel.
The visibly frail Baguma was not allowed to enter a plea. Magistrate Agumisimwe informed him that the charges are beyond her court’s jurisdiction and remanded him until Wednesday, April 16, when he will appear before a competent court for plea proceedings. This is not the first time someone has breached presidential security. In 1993, a man identified as John Mukwaya evaded guards to salute beside President Museveni during the Independence Day celebrations at Kololo.
