Four senior officials of Mbale City have been ordered to step aside to pave the way for investigations into allegations of gross negligence, abuse of office, mismanagement of public resources and possible financial impropriety. The directive is contained in a July 22, 2026 letter from the Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, addressed to the Mbale City Town Clerk.

The officials affected are Principal Civil Engineer Eng. Edson Kasaata, Principal Health Officer (Environmental Health) Charles Wandera, Senior Civil Engineer Eng. Anthony Wanasolo, and Senior Physical Planner Fred Nambafu. According to the letter, the decision follows concerns raised during a meeting convened by the Minister of Local Government in Mbale, where allegations were made against the four officials.

Kumumanya says the allegations include gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety, which have allegedly compromised service delivery in the city. “The issues raised in the meeting included gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety, among others, which have greatly compromised service delivery in the district,” the letter states.

The Permanent Secretary directed the Mbale City Town Clerk to interdict the officers immediately to allow investigations by the State House Anti-Corruption Unit and other relevant government agencies. He instructed that the interdictions be effected in accordance with Section F-s 14 of the Public Service Standing Orders, 2021. Kumumanya said the communication was intended to ensure urgent administrative action as investigations get underway. The directive comes amid increased government efforts to strengthen accountability and improve service delivery in local governments across the country-URN.
