President Yoweri Museveni has appointed Major (rtd) Arthur Mugyenyi as the new director of the Internal Security Organization (ISO), replacing deceased Brig Gen Charles Oluka, who died at the end of January.
Mugyenyi, who has been the Director of Political Affairs at ISO, previously served as DISO Kibaale, Mbarara and Kisoro. He has grown through the ranks to become the new ISO Director.
Museveni also appointed Tony Kinyera Apecu, Deputy Director ISO. Kinyera replaces Col Emma Katabazi, who was deputizing Brig Gen Oluka.
Brig Gen Oluka died during family evening prayers, and it had taken two months without a replacement. Haj Farouq Kirunda, the deputy State House Press Secretary, confirmed the appointments.
“The position fell vacant following the death of Brig. Gen. Charles Oluka, who died on 29th January 2025. The President has also appointed Mr. Tony Kinyera Apecu as Deputy Director General of ISO, replacing Col. Emma Katabazi, who has been appointed Deputy Ambassador,” Kirunda said.
Col Katabazi has been appointed as ambassador, but his destination has not been revealed. Brig Gen Oluka was extoled for controlling ISO’s involvement in scandalous acts such as ‘cooked’ intelligence reports and suspicious robbery operations-URN.
