Former Luwero Resident District Commissioner (RDC) Richard Bwabye Ntulume has been laid to rest at his ancestral home in Kagugo Village, Luwero Subcounty, in a ceremony marked by emotional tributes from government officials, political leaders, clergy, and family members.
Bwabye, who died on Friday, 21st November 2025, at Mulago National Referral Hospital after battling leukemia, served in the Office of the President for over a decade. Appointed Deputy RDC in 2014, he served in Kalungu, Mukono, Lwengo, Lubaga, and Kira Municipality before being promoted to substantive RDC in 2022.
He was deployed to Luwero District the same year and served there until his death at the age of 51. On Monday, his body was lowered to its final resting place beside his late mother, who was buried in December 2024. The burial drew hundreds of mourners who remembered Bwabye for his integrity, humility, and commitment to public service.
While leading the funeral service, Archbishop Stephen Kaziimba Mugalu urged mourners to reflect on life after death and to shun acts of greed, including land grabbing. He reminded the gathering of the temporary nature of worldly possessions.
The Secretary of the Office of the President, Yunus Kakande, eulogized Bwabye as a dedicated patriot and a loyal public servant. In a message delivered by Major Martha Asiimwe, the Commissioner in charge of RDCs, Kakande said Bwabye served with humility, professionalism, and exceptional commitment throughout his tenure.
NRM Deputy Secretary General Rosemary Namayanja described Bwabye as principled, reliable, and dependable. She noted that during his service in Luwero, he worked tirelessly to combat land grabbing and promote unity among local leaders regardless of their political affiliations.
Although the family did not disclose the number of his surviving children, his firstborn, Jackline Nandyose, described the late RDC as a loving father whose absence will be deeply felt. Bwabye’s passing marks the end of a public service career defined by discipline, dedication, and a consistent fight against land-related injustices in the communities he served.
