Nakaseke and Luwero districts have resolved to conduct emergency repairs on inter-district roads to avert transport paralysis ahead of floods caused by heavy rains.
Kasana-Timuna road, estimated to be 12.5 kilometers, is a strategic road that connects Nakaseke to Luwero district. It enables Nakaseke farmers to transport agricultural produce to markets in Luwero town council. The road also helps in the evacuation of patients from Luwero to Nakaseke hospital.
However, during the rainy season, the road is always cut off at a section between Bulawula-Nakaseta villages located within Lugogo swamp. The culverts installed to enable smooth water flow are always blocked, curved in, and washed away, making the spot impassable.
Luwero district shares about 400 meters, whereas Nakaseke takes 600 meters from the affected section of the road.
Now, with the onset of rains, the Luwero and Nakaseke districts have resolved to allocate 40 million shillings to conduct emergency minor spot improvement on the road to enable smooth movement of agricultural produce and people during the season.
Robert Kalenzi Ssegawa, the Luwero District Engineer, explains that during the minor repairs, the district will upgrade, install culverts and conduct bush clearing to enable the movement of people and vehicles.
But Erastus Kibirango, the LCV Chairman of Luwero and Ignatius Koomu Kiwanuka, the LCV Chairman of Nakaseke district, appealed to the Ministry of Works and Transport to take over the entire road to ensure major rehabilitation is done, especially in the swamp, to ensure smooth movement of people through the year.
Kibirango said that the current one billion shillings is inadequate to enable each district to conduct major renovation on the swamp as well as other roads.
Koomu said that two years ago, Nakaseke district allocated 400 million shillings to conduct rehabilitation on the section of the road at their side, but currently, the road is already impassable because of inadequate work.
Koomu said they need the intervention of the Ministry of Works and Transport to carry out major repairs, which include an upgrade of the section and the entire road.
Luwero district has a road network of over 1,360 kilometers, with 628 kilometers maintained by the district, 164.51 kilometers by urban councils, and 567.3 kilometers by sub-counties. Nakaseke has a road network of 1,849 kilometers.
