Kitgum Municipal Council has earmarked at least 20 percent of its annually generated local revenue toward the phased construction of a new multi-story administrative complex, an ambitious project expected to cost over 2 billion Shillings upon completion.
The proposed multi-story building, featuring a ground floor and three upper levels, will serve as the central headquarters for the municipality’s executive and legislative arms.
Once completed, the complex will house offices for the mayor, the town clerk, principal department heads, and the municipal speaker, along with a council hall.
Richard Okwera Ojara, the Kitgum Municipal Mayor, said the ambitious project will comprise a ground floor and three additional floors and accommodate key municipal offices. He said the complex will house the offices of the mayor, Town Clerk, speaker, heads of departments and other principal municipal officials, as well as a large council hall.
The project is still at the foundation stage, with current works focusing on completing activities that were not finished during the 2025/2026 financial year.
Ojara said construction of the complex would be undertaken gradually and could last up to five years to complete, depending on the availability of funds.
The mayor said the project will primarily be financed through government development grants, supplemented by locally generated revenue from the municipality.
According to Ojara, the municipality has committed part of its locally raised revenue towards the project, with about 20 to 25 percent earmarked annually.
The mayor said the council’s decision to invest part of its locally generated revenue in the project is intended to complement development grants and ensure construction progresses even when government funding is limited.
He described the administrative complex as an ambitious long-term investment that will improve the working environment for municipal officials and provide adequate space for council operations.
