Kawempe Court, located in Kanyanya, has scheduled May 14, 2025, for the delivery of the punishment for Yorum Baguma, who was found guilty of breaching presidential security during the Kawempe North By-election campaign in March 2025.
Baguma, a resident of Katabi in Wakiso District, breached the presidential security cordon during the final rally of NRM candidate Faridah Nambi, which took place on March 11 at the Kawempe Mbogo Playground. A viral video from the day showed Baguma running past heavily armed Special Forces Command (SFC) operatives towards President Museveni’s tent just after he had finished his address.
The incident caused a commotion and raised security concerns, as Baguma came dangerously close to the President. He was swiftly subdued by soldiers stationed nearby and later detained at Kawempe Division Police Station. Baguma, who has been on remand at Luzira Prison for several weeks, is facing three charges: annoying the person of the President, disobeying lawful orders, and assaulting security personnel.
In his last court appearance, Baguma, a youth and unemployed individual, voluntarily pleaded guilty to all charges. During Wednesday’s appearance before Grade One Magistrate Roseline Nsenge at Kanyanya Court, Baguma was informed that he had been found guilty of the charges. The magistrate set May 14, 2025, for the sentencing.
Breaking down in tears, Baguma appealed for leniency, explaining that his actions were not intended to harm the President but were driven by frustration after multiple unsuccessful attempts to meet with him. He claimed his actions at the rally were a desperate attempt to get the President’s attention after his letters and other efforts failed.
The state prosecutor, Sarah Nambuya Sharon, told the court that on March 11, 2025, during the final day of campaigning for the Kawempe North By-election, Baguma intentionally disobeyed lawful orders and acted in a manner intended to alarm, annoy, and ridicule the President.
Under Section 24 of the Penal Code Act, anyone who attempts to alarm, annoy, or ridicule the President by throwing substances, assaulting, or wrongfully restraining them commits an offense, which could be punishable by life imprisonment-URN.
