The Town Clerk of Kapnandi Town Council in Bukwo District, Stanley Saul Satya, has accused the Bukwo District Service Commission (DSC) of irregularities in the recent recruitment for the position of Principal Town Clerk. In a July 7, 2025, letter, addressed to the Chairperson of the DSC—copies of which have been seen by Uganda Radio Network—Satya alleges that the recruitment process was marred by political interference and breaches of established public service procedures.
According to Satya, credible reports indicate that certain applicants were unfairly favored, not based on merit, but due to political connections and, in some cases, bribes allegedly paid to commission members. “I have received credible reports suggesting that some applicants were advantaged not on merit but through direct influence or even payment to certain commission members,” Satya wrote.
He warned that such practices erode public trust and undermine the integrity of the civil service. He called for an independent audit of the recruitment process to promote transparency and ensure that only competent candidates assume key administrative roles. “This recruitment should be reviewed to restore public trust and ensure that only competent and qualified individuals serve in key administrative positions,” he added.
Efforts by URN to get a comment from the chairperson of the Bukwo District Service Commission were unsuccessful, as repeated phone calls went unanswered. Satya’s complaint adds to a growing number of concerns about recruitment malpractices in local governments across the country. Several District Service Commissions have previously been accused of corruption, nepotism, and soliciting bribes in exchange for jobs.
In response to these recurring issues, Parliament and the Ministry of Public Service have recommended the rollout of an electronic recruitment system to reduce human interference and promote merit-based hiring. Satya has also indicated his intention to petition the Inspectorate of Government (IGG) to investigate the alleged irregularities and take appropriate action against those found culpable-URN.
