Kabale District Senior Civil Engineer, Levi Kansiime Turyahikayo has been interdicted over alleged failure to account for 5.4 million Shillings meant for the rehabilitation of the Kabira-Kyabasho-Nyakasharara road in Kaharo Sub- County.
According to an interdiction letter dated August 10, 2026, Kansiime is accused of failing to account for and safeguard government funds allocated to the road project.
Robert Mugabe, the Kabale District Chief Administrative Officer said in a letter Kansiime failed to ensure completion of the project despite the release of funds.
Kansiime allegedly failed to exercise the professional competence, diligence, accountability and technical care expected of him.
The letter states that the alleged misconduct resulted in financial loss, wastage of public resources and failure to deliver the intended road infrastructure to communities in Kaharo Sub-county.
The accusations, according to the letter, constitute breaches of the Uganda Public Service Standing Orders, 2021; the Public Finance Management Act, 2015; and the Local Governments Financial and Accounting Regulations, 2007.
Kansiime has been ordered to immediately cease exercising the duties, powers and functions of Senior Civil Engineer.
He was also directed to hand over all government property and official materials in his possession to an officer designated by the district, make himself available for further investigations and seek permission before travelling outside Uganda.
The funds were reportedly approved by the district council and released during the 2023/2024 financial year to facilitate the rehabilitation of the road.
However, the project was reportedly abandoned before completion, with Kansiime accused of failing to account for the funds.
Efforts to obtain a comment from Kansiime were unsuccessful as his known telephone contacts were unavailable.
Kansiime’s interdiction comes just hours after the arrest of three Kabale district officials and a Ministry of Local Government official over allegations surrounding 102 cows procured under a 1.481-billion-shilling Green Climate Fund (GCF) project.
Those arrested between Sunday and Monday include Elly Niwagaba, the district inventory officer; Beda Mwebesa, the District Production and Marketing Officer; and Dr Masembe Kamaradi, the Principal Assistant Inspector in charge of districts at the Ministry of Local Government.
The project started in Kabale District in 2024 and was intended to provide alternative livelihoods to farmers who voluntarily vacated wetlands to support wetland restoration and conservation.
Under the project, beneficiaries were expected to receive cows, goats, sheep and sewing machines. In December 2025, district leaders announced that 399 cows had been procured and distributed to beneficiaries.
However, investigations reportedly established that only 297 cows had actually been procured and distributed, leaving 102 cows unaccounted for.
