The Buganda Road Chief Magistrates Court has remanded two alleged Kampala Capital City Authority, KCCA, law enforcement officers to Luzira prison on charges of rape and cyber harassment.

The suspects, 36 year old  Ismail Osena 21 year old Julius Mukisa Julius on Monday appeared before Buganda Road Court Senior Principal  Grade One Magistrate Winnie Nankya Jatiko to establish the progress of investigations into the charges against them. However, State Attorney Grace Amy told court that investigations are still ongoing.

The magistrate further remanded the two suspects until October 26th, 2026, when they are expected to appear before Chief Magistrate Ritah Neumbe Kidasa, who has jurisdiction over the case.

Prosecution alleges that trouble for the 23 year old student of Metropolitan International University started when she was arrested on September 22nd for allegedly stepping on Kampala City flowers or  the green belt maintained and managed by KCCA.

The officers are accused of demanding 100,000 shillings from the student before she was allegedly taken to a Kampala guest house after failing to raise the money.

Osena is accused of having sexual intercourse with the student without her consent, while Mukisa faces a separate charge of cyber harassment.

Prosecution further alleges that Mukisa sent the student obscene WhatsApp messages and threatened to circulate her nude photographs on social media.

The records before the  Court show that between September 23 and 27, the accused used WhatsApp on telephone number 0748910042 to send the victim messages, requests, suggestions or proposals that were obscene, lewd, lascivious or indecent.

The allegations stem from an incident in which the victim was arrested by two men identifying themselves as KCCA law enforcement officers after she was accused of stepping on flowers along a green belt.

In her statement , the victim told the Police that on September 22nd she had attended a meeting at CEPLA Plaza in Kampala and was crossing from Church House to Wilson Road at about 11am when the two men approached her.

She said the men accused her of stepping on KCCA flowers and demanded either Shs100,000 as a fine or 50 jerrycans of water. That she then informed the two men that she was a student who did not have money to go pay.

According to the victim, the men instead told her they were taking her to an office where she would be required to pay 700,000 shillings, should she fail to raise the  100, 000 shillings. She said she followed them towards Nakivubo because she was new in Kampala and frightened by the situation.

The victim alleges that the men eventually entered a very dark building and one of them remained outside while another, whom she described as tall and light-skinned, entered a dark room with her  which was later established as ABC2  New View Guest House.

She alleges that the man grabbed , undressed her  before having sexual intercourse with her despite her resistance. The victim said she managed to push the man away and escaped from the building, although she could not recall its exact name.

She said she was left nervous and in pain and later returned to her home in Namungoona  where she lives with her brother. This was after Osena handed her 20,000 shillings for her transport shortly after the alleged rape.

Court records further show that she did not initially disclose the alleged assault to her brother. But on September 27th, 2026, the brother reportedly saw photographs of the victim naked on her phone and asked her what had happened. She then told him that she had allegedly been raped by the men in downtown Kampala.

The victim further alleged that the photographs had been sent to her phone by the alleged assailant and that she was threatened with publication of the images on social media  platforms like TikTok if she refuses to pay the money. KCCA has since released a statement disowning the two young men-URN. Give us feedback on this story through our email: kamwokyatimes@gmail.com
