All isn’t well inside NUP as very damaging war erupts between secretary general David Lewis Rubongoya and deputy president Muwanga Kivumbi. The Butambala county MP had weeks back convinced Kyagulanyi in a secret meeting the two of them had on who must get the NUP ticket for certain constituencies.
Kyagulanyi trusts Muwanga a lot because he helped him to destroy Mpuuga and counter Moses Kasibante’s propaganda on CBS radio every Wednesday. Muwanga has also been spying on all NUP MPs for Kyagulanyi and that’s how even Mpuuga’s secret plans were discovered by Kavule. So, these days Muwanga meets Kyagulanyi more than any other leader in NUP, which has scared Rubongoya who thinks sometimes they might be talking about him.
In their gentleman’s agreement, Muwanga had convinced Kyagulanyi to spare some people on the NUP flag issue in order to strengthen himself as new deputy president., he also convinced Kyagulanyi that this would be a good way to isolate Mpuuga in central region even more.
Muwanga had convinced Kyagulanyi that Nabukenya Brenda retains the flag for Luwero woman MP so as to prevent her from joining Mpuuga. This had been agreed and a signal was sent to Nabukenya. Muwanga had also convinced Kyagulanyi that Matia Lwanga Bwanika gets the NUP ticket too still to prevent him from joining Mpuuga.
He was of the view that they either give him Busiro south MP seat at worst they keep him back as Wakiso district chairman. The proposal was that Nasif Najja the current speaker who wants LC5 of Wakiso gets a constituency like Busiro north or even Nansana. Muwanga’s view was that wars would become too many if these old guards are not massaged yet there is no evidence that NUP can retain upper hand in Masaka where Mpuuga and Abed Bwanika are strongest.
He also wanted Medard Segona, who lawyer Paulo Kakande feared to stand against, to be given the flag for Busiro east to avoid opening up many new wars at the time when the wars with Mpuuga, Buganda kingdom and catholic church are still burning. He had been trying to convince Kyagulanyi on the need to retain Shamim Malende as Kampala woman MP instead of giving it to big lady Zahara Luyulika.
When he learnt about this secret pact a few days ago, Rubongoya confronted Muwanga face to face and told him to mind his business and know his limits because he has just come to the NUP decision making table. He was advised to stop bringing his ‘baggage’ because he was already favored by being made deputy president which has helped him to scare away young boys who were shaking him in Butambala under the cover of NUP.
He told him that there were others who were saying he already had Buganda caucus and were fronting Betty Nambooze but Muwanga carried the day and got Kyagulanyi’s blessing because power brokers like Rubongoya threw their weight behind him. He was advised to be grateful that at least his Butambala 4th term is secure and leave issues of generals to longer serving generals inside NUP.
There are fears now that the personal differences between the deputy president and secretary general is going to make the candidates selection exercise very complicated and the members of NUP electoral commission are already nervous with some considering resigning before this fight becomes public.
