Herbert Kamugisha, the Chairperson of the Mbarara District Public Accounts Committee (PAC), has been served with a notice of intention to sue by David Muhwezi, the former Mbarara District Chief Administrative Officer (CAO), over alleged defamatory statements. Through his lawyers, Muhwezi is demanding a public apology and compensation of 300 million shillings for what he describes as damage to his reputation and professional standing.
In the notice, Muhwezi’s lawyers demand that Kamugisha:”Issue an unequivocal public apology to our client in print, audio and social media, withdrawing all the allegations made against him, and pay our client Shs300 million in compensation for the damage caused to his reputation and goodwill.” The dispute stems from proceedings of the Mbarara District Public Accounts Committee held on June 16, 2026, at the Kamukuzi District Council Hall.
According to the notice, Kamugisha allegedly accused Muhwezi of irregularly disposing of prime government land at Kamukuzi without following the required legal procedures. The land in question was reportedly allocated to several government institutions and other entities, including the Administrator General’s Regional Office.
Muhwezi, however, denies any wrongdoing. Through his lawyers, he argues that the committee acted outside its legal mandate by allegedly recommending that he step aside from office and be replaced by his deputy. He contends that the resolution subjected him to public humiliation and may have been motivated by Kamugisha’s personal vendetta. The former CAO further alleges that Kamugisha ordered his arrest by police, leading to his detention for two days before he was released on police bond.
Muhwezi also claims that Kamugisha publicly branded him a corrupt official through broadcast and social media platforms, causing embarrassment to his family, colleagues and the wider public. Muhwezi’s lawyers have given Kamugisha 14 days to issue the demanded apology and compensation. They warn that failure to comply will result in legal proceedings being filed in court.
