The Electoral Commission has set tomorrow Tuesday, as the hearing date for a petition filed by James Owebeyi Mugyemano, a contestant for the Bukimbiri Constituency parliamentary seat in Kisoro District on the FDC ticket is challenging the legitimacy of his competitors’ academic qualifications.
Owebeyi petitioned the Electoral Commission on November 14, 2025, claiming that the academic credentials submitted by Asgario Turyagyenda, the National Resistance Movement (NRM) flag bearer, and Eddie Kwizeera Wagahungu, an independent candidate, are not genuine.
According to Owebeyi, after his nomination on October 23, 2025, he learned that Kwizeera and Turyagyenda had also been nominated despite allegedly presenting ineligible academic documents.
On October 30, 2025, he petitioned the office of the Kisoro District Returning Officer, requesting to inspect their academic papers. Owebeyi says that on November 6, 2025, the returning officer, Dan Nayebare, allowed him to inspect the documents, although he was not permitted to photocopy them, and he found them unsatisfactory. He claims that Kwizeera did not submit valid documents for either the Uganda Certificate of Education nor the Uganda Advanced Certificate of Education, arguing that the names on the documents do not match.
Owebeyi states that Kwizeera’s UCE certificate bears the name Kwizera Eddie, while the UACE certificate is in the name Kwizera Edward Julius. The transcript for a Bachelor of Business Administration is also in the name Kwizera Edward Julius, yet Kwizeera was nominated as Eddie Kwizeera Wagahungu.
Owebeyi further argues that Turyagyenda was nominated without submitting a UACE certificate. He is asking the Electoral Commission to nullify both Kwizeera’s and Turyagyenda’s nominations.
In a letter dated November 17,2025 and signed by Richard Baabo Kamugisha, the Acting Secretary of the Electoral Commission, Turyagyenda and Kwizeera have been summoned to appear before the Commission on Tuesday at exactly midday for the hearing.Owebeyi has also been asked to attend.
