The Electoral Commission has quashed a petition filed by James Owebeyi Mugyemano, challenging the legitimacy of one of the competitors’ academic papers.
James Owebeyi Mugyemano is an FDC candidate for the Bukimbiri Constituency in Kisoro district.
He petitioned the Electoral Commission on November 14, 2025, claiming that the academic credentials submitted by Asgario Turyagyenda, the NRM candidate, and Eddie Kwiera Wagahungu, an independent candidate.
He was asking the Electoral Commission to nullify both Kwizera’s and Turyagyenda’s nominations. Electoral Commission head the matter on November 11.2025.
According to the ruling, Kwizera made a deed poll renouncing the aforementioned names and adopted Eddie Kwizera Wa-Gahungu as his known name.
The ruling also says Kwizera presented letters of verification from UNEB certifying that his name is genuine. According to Owebeyi, after his nomination on October 23, 2025, he learned that Kwizera and Turyagyenda had also been nominated despite allegedly presenting ineligible academic documents. He was asking the Electoral Commission to nullify both Kwizera and Turyagyenda’s nominations.
Justice Simon Mugenyi Byabakama, in a ruling dated November 18, 2025, dismissed the petition against Kwizera, saying it lacked merit. Speaking to our reporter on Monday, Kwizera welcomed the ruling, saying that Owebeyi was just wasting his time due to a lack of ground support.
Owebeyi’s mobile phones were switched off, and our reporter was unable to reach him for a comment. EC is now left with releasing a ruling under which Owebeyi pins Turyagyenda.
On October 30, 2025, he petitioned the office of the Kisoro District Returning Officer, requesting to inspect their academic papers.
Owebeyi said that on November 6, 2025, the returning officer, Dan Nayebare, allowed him to inspect the documents, although he was not permitted to photocopy them, and he found them unsatisfactory.
He claimed that Kwizera did not submit valid documents for either the Uganda Certificate of Education (UCE) or the Uganda Advanced Certificate of Education (UACE), arguing that the names on the documents do not match.
Owebeyi stated that Kwizera’s UCE certificate bears the name Kwizera Eddie, while the UACE certificate is in the name Kwizera Edward Julius.
The transcript for a Bachelor of Business Administration is also in the name Kwizera Edward Julius, yet Kwizera was nominated as Eddie Kwizera Wagahungu. Owebeyi further argued that Turyagyenda was nominated without submitting a UACE certificate.
