The Anti-Corruption Court in Kampala remanded a Senior Medical Officer attached to Muyembe Health Centre IV in Bulambuli District over allegations of abuse of office and causing financial loss. It is alleged that he irregularly used of funds meant for the construction of a pit latrine.
The 44-year-old Dr. Muhamed Richard Mulongo on Friday appeared before the Court presided over Grade One Magistrate Christopher Opit, who has charged him with three offenses including negligence resulting in loss of public funds, causing financial loss and abuse of office. The Court heard that the offences were committed during the 2021/2022 financial year while he served as the Medical Officer In-Charge of Muyembe Health Centre IV in Bulambuli District.
According to the charge sheet, Dr. Mulongo is accused of abusing the authority of his office by causing the irregular construction of a pit latrine at Muyembe Health Centre IV in contravention of the prescribed procedures and standards for pit latrine construction at government health facilities.
Prosecutors further allege that he irregularly requisitioned 7 million shillings intended for the project, an act said to have caused financial loss to Bulambuli District Local Government. Dr Mulongo has however denied the charges against him and been remanded to Luzira Prison until August 3rd, 2026, for bail hearing.
In a related development, the same court also remanded Bulambuli District Engineer Engineer Paul Walimbwa until August 3, 2026, after he was separately charged with abuse of office and causing financial loss.
The prosecution alleges that during the 2021/2022 financial year, Walimbwa abused his office by causing or directing the supply of door frames and window casements in excess of the quantities required for the construction of the Bulambuli District Local Government administration block.
It is alleged that the supplies were procured without following the prescribed procurement procedures or obtaining the necessary approvals. He is further accused of causing a financial loss of 20.12 million shillings to Bulambuli District Local Government by authorizing or directing the excess supplies despite allegedly knowing that the actions would result in financial loss.
The charges against both accused persons were preferred, sanctioned and consented to by the Director of Public Prosecutions Lino Anguzu. The two officials appeared before the Anti-Corruption Court on separate case files and were remanded to prison pending further hearing of their respective cases on August 3, 2026.
Doctor Mulongo and Engineer Wolimbwa ran out of luck when the Minister for Local Government Balaam Barugahara Ateenyi ordered for their arrest in his ongoing campaign against corruption in his ministry.
As a result, the State House Anti-Corruption Unit detectives under the command of Brigadier Henry Isoke together with Police swung into action and arrested the duo before bringing them to Kampala to face justice before the Anti-Corruption Court-URN.
