The construction of the Omoro District Council Hall has resumed after nearly two years of stalled progress due to financial constraints. The project was launched in 2017 after Omoro attained district status in July 2016.

The two-storey building, estimated to cost approximately 4.5 billion shillings, was initially funded with 650 million Shillings from the Transition Fund, provided by the central government. The construction is being handled by Markson Company Limited, which took over Phase II of the project.

The first phase was carried out by Baygone Company Limited Uganda, who worked on the ground floor level. The building is designed to include a multipurpose council hall, offices for the LCV chairperson, District Speaker, Vice Chairperson LCV, and other offices. Due to the absence of a district council hall, Omoro district councilors have had to conduct their meetings at various sub-counties and town councils within the district.

Isaac Newton Ojok, the Secretary for Works and Technical Services at Omoro District Local Government, confirmed that construction had resumed following the disbursement of UGX 600 million from the Transition Development Grant, provided by the Ministry of Finance.

Omoro District LC V Chairperson, Okello Douglas Peter Okao, welcomed the new funding, describing it as timely support for a district that has been grappling with a severe shortage of council offices. He expressed optimism that the completion of the district council hall would greatly improve service delivery and enhance the efficiency of council business in the district.

Omoro District was officially carved out of Gulu District on July 1, 2016, previously part of Omoro County. The district headquarters is located on over 400 acres of government land at Wi-agweng Cell, opposite the Opit Central Forest Reserve in Omoro Town Council, along the Gulu-Moroto Road-URN.
