Clinical Officer Arrested Over Murder of Rubanda Woman

Police in Kabale have arrested Clinton Mwesiime, a clinical officer attached to Hamurwa Health Centre IV in Hamurwa Town Council, Rubanda District, over the killing of Leonada Kobusingye, a resident of Hataaba Village, Shebeya Parish, Hamurwa Sub-county.

Mwesiime, a resident of Mitooma District, was picked up on Saturday, August 9, 2025, from a church in Nakawa, Kampala, after he publicly requested prayers and confessed to the killing. He was later transferred to Kabale Police Station. On July 30, 2025, Kobusingye was discovered dead at Cheers Pub and Accommodation, located behind the former Equity Bank building in Central East Cell, Kabale Municipality. She had been stabbed four times in the chest and stomach.

Investigations revealed that the deceased had checked into the lodge the previous evening, identifying herself as Allen Orishaba and accompanied by a man who introduced himself only as Julius. The two reportedly claimed to be from Katuna, a Uganda–Rwanda border town in Kabale District.

The body was discovered at around 9:51 a.m. by a lodge attendant during routine cleaning. A knife, believed to be the murder weapon, was recovered at the scene alongside an unused HIV/syphilis testing kit and a syringe. On Wednesday evening, Mwesiime was arraigned before the Kabale Chief Magistrates Court and charged with murder contrary to sections 188 and 189 of the Penal Code Act.

Chief Magistrate Derrick Byamugisha declined to allow Mwesiime to take a plea, explaining that the case is capital in nature and can only be tried by the High Court. He remanded the suspect to Ndorwa Government Prison until September 8, 2025, when the case will return to court for mention.

During interrogation, Mwesiime reportedly told police that the deceased initially worked for him as a laundry helper before their relationship developed into a love affair. He claimed he decided to kill her after she became pregnant, refused an abortion, and demanded marriage. Mwesiime allegedly said he feared ridicule for marrying an older woman and was further angered when he discovered that Kobusingye was HIV positive.
