Bukwo Resident District Commissioner (RDC), George Emmanuel Owanyi, has been summoned by the Criminal Investigations Directorate (CID) to assist with investigations into alleged shoddy government projects and the suspected mismanagement of Parish Development Model (PDM) funds in the district.
According to a police invitation letter dated July 31, 2026, Owanyi is required to appear before the Bukwo District CID Officer at Bukwo Central Police Station on August 10, 2026, at 9:00 a.m. as a state witness.
The letter, seen by Uganda Radio Network (URN) and signed by Bukwo District CID Officer D/ASP Higenyi Samson, states that the summons was issued under Section 27(1)(a) and (b) of the Police Act, which empowers police to require the attendance of any person believed to possess information, documents or exhibits that may assist ongoing criminal investigations.
Police are investigating cases registered under Bukwo CRB numbers 263/2026, 264/2026, 265/2026, 266/2026, 267/2026, 268/2026, 269/2026, 105/2026 and 270/2026.
The investigations concern alleged substandard works at Aralam Health Centre II, Kapkoros Health Centre III, Tulel Health Centre III, Kwiwrot Health Centre III, Mutushet Health Centre II and Chepkwasta Health Centre III.
Detectives are also probing the fencing of Bukwo District headquarters land, the construction of a reservoir water tank and borehole in Kamet Sub-county, and the alleged theft of UGX 1 million in PDM funds reportedly disbursed to a beneficiary in Senendet Sub-county.
Although Owanyi has been summoned, the CID invitation does not identify him as a suspect. Instead, investigators say they believe he possesses valuable information that could assist the ongoing inquiries.
Speaking to URN, Owanyi confirmed receiving the summons but questioned the procedure used by investigators. He insisted he had committed no offence and said he was unaware of the allegations being referred to.
“I have received the summons from CID, but in my understanding, this is not the normal procedure because I have not been informed of any wrongdoing on my part. I am not aware of the allegations being referred to and I deny any claims suggesting that I have committed any offence. Nevertheless, I will cooperate with the investigations, although I will not attend the summons. My role as RDC is to supervise, monitor and commission government projects,” Owanyi said.
Sipi Regional Police spokesperson Fredmark Chesang confirmed that the summons was authentic and defended the investigators’ actions.”The Police Act gives investigators powers to summon any person who may have information relevant to an ongoing investigation. Being summoned does not mean one is guilty or a suspect. No one is above the law, and we expect the RDC to honour the summons so that investigations can proceed,” Chesang said.
Police have not disclosed whether any arrests have been made or indicated when the investigations are expected to be concluded. The investigations come amid increased scrutiny of the implementation of government-funded projects and the management of Parish Development Model funds, as law enforcement agencies intensify efforts to combat the misuse of public resources and strengthen accountability among public officials and contractors\-URN.
