Leaders of Ayivu Division in Arua City have begun a four-day induction programme to clarify their responsibilities and address conflicts arising from overlapping roles between elected leaders and technical staff.
The programme, organised by the Ministry of Local Government in partnership with Muni University, brings together councillors, technocrats and other stakeholders to improve leadership and service delivery in the division.
Ayivu Division Mayor Avutia Malon said the training came at a critical time, as some leaders struggled to understand their mandates, which affected other departments’ work.Avutia said the misunderstandings had sometimes resulted in conflicts, making it necessary to equip leaders with knowledge of their responsibilities and those of other stakeholders.
The training covers council procedures, laws governing local governments, effective debate during council sessions and the roles of different stakeholders in revenue mobilisation and collection.
Ezuru Charity, the division’s Female Youth Councillor, said the programme would strengthen the implementation of council plans by improving leaders’ knowledge and skills.
She said inadequate knowledge had contributed to challenges in implementing activities in some sectors, affecting service delivery in communities.
Godfrey Andabati, councillor representing Komite Ward, said understanding the laws governing local government operations was essential for leaders to perform their duties within their legal mandates.
He expressed confidence that the induction would help councillors understand their limits and avoid actions that contravene the law.
Moreen Abalo, councillor representing Ambeko, Ombokoro and Wandi wards, said the training would improve her performance as a first-term councillor, particularly in council debates, programme monitoring and time management.
The induction began on Tuesday and is scheduled to end on Friday. A total of 84 councillors representing different wards in Ayivu Division are participating. Officials from Muni University and VNG International are facilitating the sessions-URN. Give us feedback on this story through our email: kamwokyatimes@gmail.com
