Arua District Council has finally laid its 2025/26 Financial Year Budget after two failed attempts due to a lack of quorum. The second Council session flopped last month after more than half of the councilors stayed away, purportedly due to non-payment of their emoluments.
However, after realizing time was not on their side and that the district would miss out on government transfers, the councilors finally responded to the Speaker‘s call to lay the budget. With a total estimate of 33.6 billion Shillings, up from 31.9 billion Shillings.
The Council has earmarked environmental conservation and the fight against malaria as core areas of intervention.
Hope Eyokia, the Secretary of Finance and Administration, urged the sector committee members to ensure proper scrutiny of the draft to avoid corruption tendencies being embedded in the budget.
Lawino Buatre, the Speaker of Arua district Council, cautioned the technical officers against hiding information in the budget from the Councilors, adding that this tantamounts to corruption, which should not be tolerated.
Jimmy Ali, the Assistant Chief Administrative Officer of Arua, who represented the Chief Administrative Officer, said the different sector committees should be allowed to examine and make changes to the draft budget without restrictions.
