Uganda Police Commissions Oyam Police Health Centre II

The Uganda Police Force has officially commissioned the Oyam Police Health Centre II, a facility providing healthcare to both police personnel and the surrounding community. An HC II typically offers basic outpatient services, antenatal care, and community-based outreach and immunization programs. It serves as the primary entry point into the health system.

The health centre, which became operational on September 17, 2025, was formally inaugurated on October 13, 2025, following renovation works on the old structures. The UGX 3.6 million renovation transformed a single room into a fully functional facility. Currently, the centre has two health workers, with plans to assess patient load and scale up staffing accordingly.

Dr. Emmanuel Nuwamanya, the Deputy Director of Uganda Police Health Services, who commissioned the facility, emphasized that sickness is a security threat and highlighted the police’s commitment to establishing health facilities across the country to ensure both officers and civilians receive timely care.

“The doctors who carried out such services are compensated through a structured allowance system of UGX 50,000 per post-mortem and UGX 25,000 per SGBV case and are expected to submit monthly reports for reimbursement through the Officer in Charge of the Criminal Investigation Department (OCCID),” Dr. Nuwamanya said, addressing public concerns about charges for post-mortems and sexual and gender-based violence (SGBV) examinations. Patrick Jimmy Okema, the North Kyoga Regional Police Public Relations Officer, explained that the facility is intended to support police officers, their families, and the wider community.

Daniel Ayo, the Secretary for Health in Oyam Town Council, said the health centre will improve access to healthcare in the area. Residents previously depended solely on Anyeke Health Centre IV, the only government-run facility in the town council, which often struggled to meet growing demand.

The Oyam Police Health Centre II becomes the fifth police health facility in the North Kyoga region, joining facilities in Lira City, Dokolo, and Apac districts.
