Kapchorwa NRM Village Registrars Decry Non-Payment, Lack of Contracts

Village registrars under the National Resistance Movement (NRM) in Central Division, Kapchorwa Municipality, have raised concerns over non-payment and the absence of formal contracts following the recently concluded party primaries for parliamentary flag bearers.

The registrars, who oversaw electoral activities across several polling stations, accuse district party officials of failing to clear their facilitation allowances and of withholding appointment letters, despite their completion of assigned tasks. Harriet Sande, a registrar at Sosho Polling Station, alleged that the Kapchorwa District NRM Administrator, Kalifani Towet, has not issued any clear communication regarding their payments or documentation. “Kalifani is playing us down.

By now, we were supposed to have appointment letters, but we don’t. There must be something fishy that needs to be addressed,” Sande said. The registrars also pointed out inconsistencies in payment across districts. According to them, their counterparts in Bukwo District were paid UGX 35,000, while Kapchorwa registrars were promised UGX 30,000 — a discrepancy they say is both unfair and unexplained.

Job Cherop, a registrar from Tax Park Cell, emphasized the importance of formal contracts for future engagements. “Working without contracts puts our job security at risk. We are not ready to participate in the next polls without official documentation — that is a unanimous decision we’ve made as village election officials,” Cherop stated.

Domin Cherop Zimbo, a registrar for Senior Cells, warned that delayed payments could affect future NRM mobilization efforts in the area. “We don’t even know the official payment rate. Our colleagues from other districts shared different figures from what we were promised,” he said.

Linet Chelangat, another registrar, described the situation as demoralizing, especially given the financial struggles many face. “It looks bad when you expect to be paid after the service, especially when the administration knows that it’s part of our family survival. This work is risky, and we also need security, which I believe NRM should provide,” Chelangat remarked.

The affected registrars are now appealing to the NRM Secretariat in Kampala to urgently intervene, provide clarity on facilitation allowances, and ensure formal contracts for future electoral assignments. Efforts to reach Kalifani Towet, the Kapchorwa NRM Administrator, were unsuccessful, as his known phone numbers were switched off at the time of filing this report.
