NRM Nominee Balondemu Implicated in Forgery Case by Convicted Co-Accused

Buganda Road Chief Magistrates Court has fined a former Mulago Hospital orthopedic specialist after he admitted to forging medical documents to aid the bail application of city lawyer and NRM flagbearer nominee David Balondemu. Dr. Hassan Segujja was fined Shs 4 million after entering a plea bargain with the Office of the Director of Public Prosecutions (ODPP), avoiding a custodial sentence of over three years.

The deal, dated July 8, 2025, was presented before Chief Magistrate Ronald Kayizzi on Wednesday by Chief State Attorney Jonathan Muwaganya. According to the agreement, reached with assistance from Segujja’s lawyer Kenneth Engoru and State Attorney Viola Tusingwire, the doctor confessed to forging a medical report in November 2023 claiming Balondemu was scheduled for TURP surgery at Kampala Hospital.

Segujja admitted the report was fabricated at the request of Balondemu—then detained at Wandegeya Police Station—to strengthen a bail application in a separate fraud case. The fake documents were allegedly forwarded to Balondemu’s lawyer, Caleb Alaka, and later presented in court. However, State Attorney Ivan Kyazze flagged discrepancies in the documents, prompting verification with Kampala Hospital.

The hospital’s CEO, Dr. Peter Kibuuka, confirmed that Balondemu had never been a patient, and the documents were not issued by the facility. Following this discovery, charges of forgery and conspiracy to commit a felony were filed against both Segujja and Balondemu. Segujja evaded arrest for several months—allegedly on Balondemu’s advice—after receiving Shs 1.7 million to stay hidden from the State House Anti-Corruption Unit. He was later apprehended and arraigned in court on March 1, 2025.

As the first prosecution witness, Segujja testified to a longstanding friendship with Balondemu dating back to 2016. Should Segujja fail to pay the fine, he will serve a two-year custodial sentence at Luzira Prison. Balondemu, a Kampala District Land Board official and recently nominated NRM flagbearer for Luuka North Constituency, first landed in legal trouble in 2023.

He was charged with conspiring to defraud USD 553,000 from KG Unlimited LLC under the pretext of awarding a government supply contract. That case followed earlier charges in a Shs 2.2 billion fraudulent gold deal involving a Korean investor—both cases were eventually dismissed for lack of evidence.

During his bail application in the fraud case at Buganda Road Court, Balondemu presented the forged medical documents claiming an upcoming surgery, grounds that led the presiding magistrate, Winnie Nankya, to warn that he would face additional charges if the documents proved inauthentic. Following an investigation, Kampala Hospital confirmed the documents were fabricated, prompting the forgery charges now being pursued-URN.
