Hon Vincent Bagiire Obama is the permanent secretary at the ministry of foreign affairs but he spends every day scared.
He is scared because he knows that there is a plot by some power brokers to soil him before the president so that he gets fired and his job gets taken by someone else.
Those wanting Bagiire out, simply because they feel he isn’t one of them, are fronting Uganda’s permanent representative at the UN Adonia Ayebare, who was recently designated by the president to attend all cabinet meetings even when he isn’t a minister.
This empowerment by the president made supporters of ministers Jeje Odongo, John Mulimba and Okello Oryem uncomfortable because it was like the president saying they aren’t doing a good job hence the need to elevate Ayebare who they are supposed to be supervising.
And more instructively, Ayebare is supposed to report to the permanent secretary Bagiire whose job some people at foreign affairs want him to occupy.
The new posting created more fears among Bagiire’s supporters because it shows how the president trusts him more than anyone else at the foreign affairs ministry.
