NRM Chief Treasurer Loses Billions As Lands Ministry Cancels 500 Land Titles In Bulindo

At the instigation of State Minister for Lands Sam Mayanja, the Commissioner Land Registration Baker Mugaino has embarked on the process to have 500 titles relating to land in Kira Municipality’s Bulindo village canceled because investigations have revealed they were all fake titles and were issued out through fraudulent means.

The land in question is Block 182 and measures nearly 200 acres. It has several plots including a part where NRM Chief Treasurer Barbara Nekesa Oundo built a palatial bungalow which must have cost her billions of shillings. It’s well enclosed in a fence and it’s complete with a swimming pool and a well-paved compound.

And because money isn’t her problem anymore, Nekesa (who has property in Kyengera, Nsangi and apartments in Munyonyo) didn’t take even 6 months to finish and complete the Bulindo mansion which is ready for occupation. The moneybags even tarmacked the road leading to her Bulindo palace.

Nekesa’s problem is that Sam Charles Sebina, the old man she bought her more than 1 acre from, is among those whose titles have been canceled by the lands ministry.

Before ordering cancelation of the titles, Mayanja first put in place a committee which investigated. The committee report was signed by Vianney Lutaaya the Commissioner for mapping and surveys in Entebbe.

They verified everything and found that people like Sebina (who sold to Nekesa) possessed air because their land titles were made to sit on Mzee Japhes Mukiibi Wagumbulizi’s land.

Nekesa is one of the many stinking rich Kampalans who blindly bought from Sebina’s group unaware that the man was having ekiwaani land title. Wagumbulizi says that since he has been cleared to be the lawful owner of the land, he is going to reclaim back all his land implying that Nekesa and others now have no option but to lose out everything. The only option would be to buy again from Wagumbulizi but Mzee says he isn’t prepared to sell his land to anyone.

Mayanja has already directed the Kira Municipality RDC Naboth Kagoro to give Mzee Wagumbulizi all the security he needs to get back him land without being frustrated by powerful people like Nekesa.

Mayanja has also ordered Gen Isoke who heads the state house anti-corruption unit to work with Wagumbulizi, the RDC and the LC1 officials of Bulindo to make sure all fraudsters who forged and benefited from fake titles are identified and arrested.

Mayanja also wants those who acquired and built on Wagumbulizi’s land after being duped by Sebina to be summoned to record statements with SHACU of Gen Henry Isoke.

This is why Ambassador Nekesa will have to be grilled to explain how she got to be in possession of the Bulindo land without going through its lawful owner Mzee Wagumbulizi.

Since she became Chief Treasurer for NRM, money has never been a problem for Nekesa who controls more than 100bn which EC gives to NRM headquarters at Kyadondo under the IPOD arrangement.

She was in the news early in the year after her bodyguards stole hundreds of millions of shillings from her Muyenga home.

She is rich enough to be able to move on after losing her multi-billion mansion in Bulindo though also inside NRM Secretariat some envious bosses are unhappy to learn that she has so many mansions even in Bulindo to the extent that they want CEC to become interested to look into her riches and source of the same. Give us feedback on this story through our email: kamwokyatimes@gmail.com
