Being the national treasurer for the ruling NRM party, Barbara Nekesa Oundo is understandably one of those few Ugandans for whom money isn’t a problem at all.
She single-handedly handles and decides the fate of 100s of billions of shillings which come to the ruling party coffers mostly from the electoral commission under IPOD and also from President Museveni the party chairman who is always pouring in cash.
Since coming back from the role of ambassador in South Africa to take up the juicy job at Kyadondo, the former Busia Woman MP has been acquiring land and investing wisely all her hard-earned dimes.
And she is so much into real estate deals whereby she has established many apartments for rich tenants in places like Munyonyo, Muyenga and even some towns along Kampala-Masaka Road.
Sometime last year, Nekesa who is also the wife of the wealthy NRM Sironko chairman Suleiman Lumolo Mafabi, acquired a big piece of land in Bulindo Kira Municipality in Wakiso district and put up a massive residential house which quickly became the envy of the financially struggling neighbors.
The engineers first put up a perimeter wall fence on Nekesa’s land and ensured that no one gets to see what is being constructed inside. Then the construction started and within 6 months, the whole work had been completed. Even at Kyadondo fellow rich bureaucrats were surprised at the speed with which Nekesa put up that secretive house in Bulindo.
The home has a huge compound and it’s really the envy of many but what is saddening is the fact that Mzee Edward Sebina from whom she bought the land has since had his land ownership challenged, prompting Commissioner land registration Baker Mugaino to consider canceling the mother land title and others deriving from it.
Mugaino, whose view is contrary to that of lands minister Sam Mayanja, says that he has carried out investigations and realized that a very big mistake was made by lands ministry officials in the department of surveys and mapping based in Entebbe.
This same land was previously claimed by Gen Elly Kayanja who the UPDF top leadership forced to back off after hundreds of residents used Mayanja to make a lot of media noise, which attracted the attention of the President.
The land is in Bulindo where a lot of rich people live and continue to settle. According to a story on UBC TV, there is a new owner who is an auditor in Kampala and he is claiming up to 60 acres. The auditor is a Muslim and comes from Busoga where he previously stood for elections.
The new owner was recently excited by the Mugaino report, disregarded Mayanja and came to the land with graders and began demolishing people’s houses and also cut down the trees some of the absentee land owners had planted as a way of taking possession of their land.
The demolition of homes and razing down of trees is continuing in Bulindo and the part where Nekesa’s house is situated is the next which the powerful auditor will be demolishing.
It remains to be seen which strings Nekesa will be pulling to counter the youthful City auditor who the affected residents say is well connected to very powerful people in this country.
The powerful auditor though risks the wrath of affected residents some of whom are powerful people too from Western Uganda and are also ready to die fighting to defend their land and many of them say they are ready to die defending their land regardless of what Mugaino’s report says.
Even when area MP Semujju Nganda is shying away fearing to face the wrath of the mighty who are behind the city auditor, Kira Mayor Julius Mutebi says he is ready to die defending his residents whose land shouldn’t be taken by anyone using powerful government positions.
As he waits for the fearless minister Mayanja to come and intervene once again, like he did against Gen Elly Kayanja, Mayor Mutebi has resorted to convening community meetings all aimed at rallying the affected residents to resist intimidation and defend their rights to the Bulindo land.
Many of the NUP Councillors in the area who are seeking reelection in 2026 are solidly behind Mutebi to defend Bulindo residents against the City auditor who has vowed to disregard anyone and go ahead to develop the 60 acres of land the way he wants.
