Tayebwa Tells Parliament Staff to Stop Seeking Help Over Validation Exercise

The Deputy Speaker of Parliament, Thomas Tayebwa, has urged Parliament staff to stop seeking his intervention over an ongoing staff validation exercise, saying employees with genuine academic qualifications and valid appointment records have nothing to fear.

Tayebwa made the remarks while chairing plenary this afternoon, a day after Parliament launched a two-week verification exercise targeting more than 800 employees amid concerns over alleged irregularities in recruitment, promotions and staff deployment.

He said he had received numerous calls from employees seeking his assistance, questioning why anyone with authentic documents would need political intervention during what he described as a routine verification process.

More than 300 employees are reportedly facing uncertainty over their jobs amid allegations of irregular recruitment and other human resource management concerns. The exercise will verify staff identities, academic and professional qualifications, appointment records and job responsibilities. It will also establish whether employees on Parliament’s payroll report to work and perform the duties for which they were recruited.

Tororo South County MP Fredrick Angura, who commented on the exercise before plenary, described it as a routine human resource audit that should not be exaggerated.

Angura said the exercise would help Parliament to establish the facts surrounding allegations of irregular recruitment, including claims that some individuals had been hired without reporting for duty.

He urged Parliament to use the findings to strengthen staff accountability, improve morale and enhance service delivery, rather than treat the exercise as a mere administrative formality.

“What I want definitely this exercise to address is to re-energise all the staff and their responsibilities in terms of executing them for the good and successful delivery of services here in Parliament and for the country at large,” Angura said.

He added that any gaps identified in the recruitment process should be addressed through established procedures, including advertising vacant positions and allowing interested candidates to apply.

“There is a new Speaker who has committed to reset the operations of Parliament into a new factorial setting. So you cannot start to imagine what will come out before you move on,” he said.

On Monday, the Speaker of Parliament, Jacob Oboth-Oboth, reassured employees that the exercise was not intended to victimise staff or arbitrarily terminate their employment. He said the verification was part of broader efforts to strengthen Parliament’s human resource management and ensure that employees serve in positions commensurate with their qualifications and experience.

The exercise is expected to run for two weeks, after which its findings could inform decisions on staffing, deployment and other human resource management matters-URN. Give us feedback on this story through our email: kamwokyatimes@gmail.com
