Police Arrest Former LC1 Chairperson Over Refusal to Surrender Official Stamp

Police in Luwero District have arrested a former LC1 Chairperson of Kasaala Village for allegedly refusing to hand over the official village stamp after losing the recent LC1 elections.

The suspect has been identified as Oliver Nakabi, the former LC1 Chairperson of Kasaala Village in Luwero sub county.  Nakabi contested in the July 28th LC1 Chairperson elections but finished third. William Kayanja, an independent candidate, won the race with 229 votes, followed by Denis Lubwama, the National Unity Platform (NUP) candidate, who garnered 161 votes. Nakabi the NRM candidate came third with 87 votes.

Luwero District Chief Administrative Officer directed all former LC1 chairpersons to return the official village stamps to sub county chiefs who were supposed to hand it to newly elected LC 1 Chairpersons. In Luwero, swearing in of the LC 1 Chairpersons were concluded on 28th August this year save for the villages where complaints were reported to Electoral Commission.

However, Nakabi allegedly refused to hand over the official stamp despite a reminder and an ultimatum issued by Luwero Sub-county on September 3.

Sam Twiineamazima the Savannah Regional Police Spokesperson said that Nakabi and John Ovon the LC 1 Chairperson of Ndagabweya were reported to Police for illegal possession of government stores which is the stamp.

Twiineamazima adds that Nakabi was summoned to Police to aid investigations but declined to appear which forced Policemen to arrest her and recover the stamp.

Twiineamazima adds that Nakabi faces charges of illegal possession of government stores. Nakabi reportedly insisted that she had been cheated in the election and could not accept the official stamp being handed over to a person she believed was not duly elected.

As a result, police arrested Nakabi from her home and detained her at Kasana Police Station, where she remains in custody as police processes her file to face charges. Nakabi contested the results and petitioned the Electoral Commission, citing alleged electoral malpractices.

The Electoral Commission is yet to resolve petitions filed by Nakabi and other candidates from 27 villages in Luwero District. The Commission has consequently halted the swearing-in of the elected LC1 chairpersons until the complaints are disposed of-URN.
