KAMPALA, UGANDA: The Rt. Hon. Speaker of Parliament, Jacob Marksons Oboth, has commended Bushenyi District Women Council for initiating a mindset change programme in their area.
The Speaker lauded the team today Tuesday 01st, September 2026 during a meeting at the Speaker’ Boardroom.
The group of women visited the Speaker to discuss a proposed Mindset Change Training Programme designed to help women benefiting from the Parish Development Model (PDM) make better use of the funds allocated to them.
The delegation was led by Hon. Annet Katusiime Mugisha, Woman Member of Parliament for Bushenyi District, who presented the Council’s vision for the programme to the Speaker at Parliament.
The initiative aims to equip women beneficiaries with the mindset, confidence, financial discipline and practical business skills needed to convert PDM funds into sustainable income-generating enterprises, rather than one-off expenditure.
Speaker Oboth commended the Women Council leaders for the initiative, stressing that access to government programmes such as PDM must go hand in hand with proper planning, responsible investment and accountability if beneficiaries are to see lasting results.
“Government funding alone is not enough,” the Speaker noted, urging that resources be matched with the right skills and discipline to guarantee returns for the women involved.
Discussions also centred on strengthening the role of Women Council leaders as frontline mobilisers, tasked with guiding and supporting beneficiaries within their communities to make the most of the training and the funds available to them.
In a further proposal, the women leaders called for the establishment of a Special Mindset Change Training Fund. Under the arrangement, the Women Council would contribute its own resources towards the training while seeking complementary support from Government to scale up the programme across the district.
Both sides agreed that the engagement reaffirmed the importance of empowering women to become active participants in household economic transformation and broader community development, in line with the objectives of the PDM programme-Give us feedback on this story through our email: kamwokyatimes@gmail.com
