EC Discourages Processions as Campaigns for LC I Elections Kick Off

Campaigns for the Local Council I (LC I) Chairperson and Women Council elections have officially commenced, with the Electoral Commission (EC) cautioning candidates against holding processions and engaging in hate speech.

Campaigns for the Women Council elections will run for three days, from Monday 20th to 22nd July 2026, ahead of polling on Village 23rd July 2026. Meanwhile, campaigns for (LC I) Chairperson elections will last eight days, from 20th to 27th July 2026.

The Electoral Commission has directed that all campaign meetings and public rallies be conducted strictly between 7:00 a.m. and 6:00 p.m. on the designated campaign days. Campaign activities must also be confined to the candidate’s respective village.

Tolbert Musinguzi, the Central North Regional Election Officer, appealed to all candidates to comply with Electoral Commission guidelines and maintain peace throughout the campaign period to avoid disqualification.

Musinguzi warned candidates against using hate speech and inflammatory campaigns, saying such conduct could fuel violence within communities where candidates and their families live.

He also urged candidates to avoid organizing campaign processions, describing them as unnecessary for village-level elections where door-to-door campaigns can easily reach voters.

Luwero Resident District Commissioner Mariam Nalubega Sseguya called upon residents to actively participate in the upcoming elections while maintaining peace. She warned that security agencies are prepared to deal firmly with any electoral violence.

Nalubega said the Luwero District Security Committee would not tolerate the formation of gangs or groups accompanying LC I candidates during campaigns, noting that such activities are unnecessary in village elections and could threaten public order.

Electoral Commission Commissioner Anthony Okello urged candidates and their supporters to conduct peaceful campaigns and promote unity, emphasizing that elections are temporary while communities must continue living together after the polls.

George William Namugera, the LC I chairperson candidate for Kakookolo Village, welcomed the Electoral Commission’s directive, saying campaign processions are unnecessary and too costly for village elections.

Namugera described processions as a waste of resources and said they often amount to a show of extravagance that does not reflect the realities of local communities.

Wilson Mukiibi, an LC I chairperson candidate for Kavule Village, said he had already begun conducting door-to-door campaigns accompanied by only five agents and had no objection to the Commission’s directive.

The leaders made the remarks during the Post-2026 General Elections Evaluation Meeting organized by the Electoral Commission at Fatima Hall in Luwero Town council.

Meanwhile, the Deputy Secretary General of the National Resistance Movement Rose Namayanja Nsereko, has urged party supporters and candidates to refrain from engaging in violence during the ongoing campaign period and the forthcoming Local Council elections.

Speaking to the journalists from Greater Masaka on Monday at Hotel Brovad in Masaka City while intensifying grassroots mobilisation aimed at boosting voter turnout and securing decisive victories for NRM candidates, Namayanja called on party flag bearers to conduct peaceful campaigns that promote unity rather than division within their villages.
