Finance Minister Henry Musasizi has urged all government entities to fully embrace the Electronic Government Procurement (e-GP) system, saying an efficient and transparent procurement process is essential to achieving Uganda’s ambition of growing its economy to $500 billion by 2040.
Musasizi said public procurement must be aligned with the government’s tenfold growth strategy and called for the completion of procurement reforms to streamline processes, eliminate corruption and curb revenue leakages.
The minister made the remarks while receiving a briefing from the Public Procurement and Disposal of Public Assets Authority (PPDA) Board Chairperson, Julius Ishungisa, Executive Director Canon Benson Turamye and other PPDA officials.
The delegation briefed the minister on PPDA’s mandate and the role of public procurement in driving Uganda’s economic growth.
Ishungisa said PPDA is responsible for setting procurement standards, monitoring compliance, advising government and procuring entities, building national procurement capacity, and promoting competitive, transparent and value-for-money procurement practices.
He noted that about 65 percent of Uganda’s national budget is spent through public procurement, making it one of the country’s most important economic drivers.
Turamye said PPDA has introduced a standardized unit cost framework for road projects to improve cost estimation and promote value for money.
He added that the authority is using its Digital Contracts Monitoring System (CMS) to monitor 1,296 projects valued at 1.2 trillion shillings.
Turamye also said PPDA issued Guideline No. 1 of 2026 on June 24, requiring government entities to procure aggregated requirements through National Framework Agreements by placing call-off orders.
He added that the authority has issued Reservation Guideline No. 11 to promote the participation of special interest groups, including youth, women and persons with disabilities, in government procurement opportunities.
