Paddy Kisembo has been sworn in as the Kikuube LCV Chairperson. Kisembo took the oath of office on Friday afternoon at the Kikuube district headquarters. The swearing-in ceremony was presided over by George Kunihira, the Hoima Chief Magistrate.
Kisembo of the National Resistance Movement (NRM) was declared the winner of the Kikuube District Local Council V (LCV) Chairperson by-election held on June 18, 2026.
Kisembo secured 26,612 votes, defeating his closest challenger, Fenekansi Timanyire of the National Unity Platform (NUP), who garnered 8,712 votes.
Speaking shortly after taking the oath, Kisembo applauded the people of Kikuube for entrusting him with the office. He vowed to fight land grabbing and evictions in the district and the sale of government jobs, which have been rampant. He says other priority areas will be improvements in the road network, health, education, water coverage, and the transformation of Agriculture.
Kisembo has called for collaborative efforts between the technical and political wings to ensure effective service delivery to the people of Hoima. He too urged political leaders in the district to set aside political differences and join forces to develop Kikuube, stating that division could hinder service delivery.
He further pledged to usher in peace and unity by uniting all the tribes and people in the district. Grace Mary Mugasa, the state minister for Bunyoro Affairs, called on political, religious, and cultural leaders in the district to aim at championing development.
Mugasa appealed to the new LCV Chairperson to foster a robust, cordial working relationship with the judiciary and various sectors of the community to promote peace, development, and unity in the district.
Patrick Okwairwoth, a resident of Rwengabi village in Kabwoya sub-county, wants the new district chairperson to ensure accountability and transparency in all government projects that will be undertaken in the district.
Annet Kwikiriza, a resident of Kyarushesha in Kyangwali sub-county, said the District Chairperson should embrace unity and peace while offering sufficient service delivery to the citizens. The Kikuube by-election was conducted following the death of former Kikuube District Chairperson Peter Banura, who died in a road accident on April 4, 2026, along the Hoima-Fort Portal Road-URN.
