he Kampala Capital City Authority (KCCA) has distanced itself from reports circulating on social media alleging that its enforcement officers unlawfully detained and later released suspects at City Hall. In a statement issued on Saturday, KCCA Executive Director Hajjat Sharifah Buzeki said the videos being shared online misrepresent the role of the authority and its enforcement team in the matter.
Buzeki explained that City Hall hosts several government institutions and agencies, including a Grade II Magistrate’s Court operated by the Judiciary, which handles cases arising from operations conducted by KCCA enforcement officers and the Uganda Police Force. She said the court handles matters from several police divisions, including Kira Police, Nateete Police, Central Police Station, Old Kampala Police, and Katwe-Kabalagala Police.
Other institutions operating at City Hall include the Directorate of Public Prosecutions (DPP), the Ministry Zonal Office handling land matters, and offices under the Ministry of Justice and Constitutional Affairs. Buzeki clarified that the individuals seen in the videos were in the custody of the Police and the Court, not KCCA enforcement officers.
“It is alleged that the incident involved one of the city’s elected leaders who chose to interface with judicial processes in her own manner,” Buzeki said. She added that the matter is being handled by the Judiciary and Uganda Police Force, whose procedures were allegedly interfered with during the incident.
“We believe and trust that the two institutions will address this matter to ensure justice, law and order,” she stated. Buzeki reaffirmed KCCA’s commitment to following lawful procedures and cooperating with government institutions in delivering services to Kampala residents-URN.
