Bushenyi Councilors Want Court to Cancel Emergency Council Approval of Service Commision

A section of Bushenyi District Councilors has vowed to petition the High Court for a constitutional review of procedural issues that were not followed by the District Speaker Silagi Banyanga in the Emergency Council sitting held yesterday (Thursday).

Bushenyi District held an emergency council sitting to approve the members of the District Service Commission, which eventually approved Martin Mugabe as chairperson of the commission alongside Rehema Kyarimpa and Counsel Julius Turinawe as members.

But the approval process was marred by heated disagreements, with several councilors accusing the district speaker of ignoring procedure and forcing through the resolution. Bushenyi district has not had a district service commission for the last six months.

Douglas Mucunguzi, the District Male Councilor representing persons with disabilities, says they have started on the process to seek constitutional review from the High Court and also petition the Public Service Commission on the procedures to be followed to approve any service commission.

He accuses the speaker of exhibiting a lot of bias and conniving with the members who purportedly got some money to support the motion.

David Kakama, District councilor representing Bumbaire sub-county, says the council was improper and procedurally wrong.

He says the Public Service Commission rejected the previous names that were approved, and moreover among the three names, one has been returned to be approved without any justification given.

He added that according to the Local Government Act rules of procedure 12 (1) formulation of the business committees should follow after electing the District Executive Committee, noting that this was defied with personal agendas.

He says they are going to seek the intervention of the Court and Public Service Commission, as previous names were rejected because the council that approved them did not follow procedure.

Prosper Twebaze the District Chairperson, says the aggrieved councilors are free to do what they want as long as it is good for the district. Silagi Banyanga, the District Speaker, says using legal procedures is better than making noise and trying to fail the council sitting, as the councilors exhibited in the emergency council sitting yesterday-URN.
