The leadership of Kitgum Municipal Council has called for stronger teamwork between the political and technical wings of the municipality, saying cooperation will be key if Kitgum is to achieve its ambition of attaining city status by 2031. The call was made on Thursday during the first full council sitting following the swearing-in ceremony of newly elected leaders and the election of the Deputy Speaker.
Emma Oryema Tolit, the Deputy Mayor of Kitgum Municipal Council, urged councillors to work together in the interest of development, saying unity among leaders would be critical in improving infrastructure and public services. He thanked councillors for what he described as maturity demonstrated during the election and swearing-in process and called on members to actively participate in standing committees that will be constituted by council.
Oryema also appealed for close cooperation between political leaders and technical staff, saying effective governance would depend on collaboration between the two arms of the municipality. Kitgum Municipality Mayor Richard Okwera Ojara also called for teamwork among councillors, division chairpersons, and municipal leaders to strengthen service delivery and support the municipality’s ambition of attaining city status by 2031.
Ojara pedged equitable service delivery across the divisions of Pandwong, Central, and Pager and outlined several infrastructure and social service projects planned for the next five years.
Among the major projects announced are the construction of a modern bus park in Central Division, the installation of solar streetlights, the construction of Labuje Market, and the rehabilitation of Yit Okello drainage channels. In the health sector, Ojara said the municipality plans to upgrade Pandwong Health Centre III to Health Centre IV status through the construction of a doctor’s house, surgical theatre, and acquisition of a heavy-duty ambulance.
Ojara said the municipality would continue investing in education infrastructure, including modern classrooms and furniture for schools such as Kitgum Public Primary School, Kitgum Primary School, and Pandwong Primary School.
During the sitting, Ojara nominated members of the municipal executive committee, including Jennifer Adokorach as Deputy Mayor, Christine Isabella Anyeko as Secretary for Works and Technical Services, Stephen Ochakacon as Secretary for Education, Health and Community-Based Services, and Agnes Atim as Secretary for Finance.
