NRM Unveils Roadmap for Kikuube LC5 By-Election Primaries

The National Resistance Movement (NRM) Electoral Commission has released its roadmap for the election of the Kikuube District Chairperson.

The roadmap follows the sudden demise of the then Chairperson Elect, Peter Banura Araali. Peter Banura, who had been elected to serve for a second term, died in a tragic road accident.

The NRM Electoral Commission said it is moving to promptly organise internal elections in line with the national Electoral Commission’s programme.

Commissioner Alisemera, Jane Babiha, said the process is aimed at ensuring a smooth transition of leadership in Kikuube District after the passing of  Banura.

She said the Commission has structured a clear timetable to guide all aspirants and stakeholders through the primaries.

According to the roadmap, expression of interest and collection of nomination forms will run from 29th April 2026 to 6th May 2026 at the NRM Electoral Commission headquarters.

This will be followed by the nomination of candidates on 7th and 8th May 2026. On 9th May 2026, the District Election Officer in Kikuube will oversee the drawing of campaign programmes together with candidates.

The Commission further stated that joint campaigns will take place from 10th May to 20th May 2026, while the update and cleaning of the voters’ register will be conducted at the village level between 11th and 17th May 2026.

Polling is scheduled for 22nd May 2026, after which results will be declared and the party flag bearer identified.

The final nomination of the NRM flag bearer at the district level will be carried out on 25th and 26th May 2026 by the NRM Secretariat and the National Electoral Commission.

The Electoral Commission has emphasized that there must be strict eligibility requirements for aspirants and that candidates must be Ugandan citizens aged 18 years and above, registered members of the NRM, residents of Kikuube District, and holders of at least an Advanced Level certificate or its equivalent.

Basemera also noted that they must be registered voters, not serving in government-owned organisations, not members of the armed forces such as the army, police, or prisons, and not cultural leaders.

Each aspirant is required to pay a non-refundable expression of interest fee of one million shillings to Centenary Bank, Lugogo Branch, Account Name National Resistance Movement, Account Number 3100009003.

On voting eligibility, the Commission stated that only NRM members appearing on the official party voters’ register in Kikuube District will be allowed to participate in the primaries. Members from outside the registered list will not be permitted to vote.

Interested candidates are required to submit written expressions of interest, copies of academic documents, and updated curriculum vitae to the Chairperson of the NRM Electoral Commission at Plot 13 Kyadondo Road during working hours between 9:00am and 5:00 pm, excluding weekends and public holidays.

The mode of election, she said, will be by lining up, a system the party has maintained in its internal electoral processes.

Basemera has called for calm among aspirants and supporters, and further called for strict adherence to the roadmap and warned against early campaigning outside the stipulated timelines.

She also cautioned against rising reports of tribal and ethnic sentiments in Kikuube District and urged residents to avoid divisive politics and rely on official communication channels for electoral information.

She said the Commission is committed to ensuring a transparent, orderly, and peaceful process as the party prepares to select its flag bearer for the Kikuube LC V Chairperson by-election primaries.

NRM primaries are known to be some of the most chaotic and are marred by internal violence.

Kikuube is expected to have a byelection on June 10th, 2026, as per the Byabakama’s Road Map.
