Nineteen people are facing prosecution for interfering with the Primary Leaving Examinations (PLE) in Masaka and Kyotera districts. The suspects include eight teachers from St. Kizito Buteenzi Primary School in Buwunga Sub-county, Masaka District, six UNEB invigilators deployed in Kyotera District, and one person who impersonated a UNEB scout in Rakai District.
Twaha Kasirye, the Greater Masaka Regional Police Spokesperson, confirmed that the suspects are in police custody and that their files have been finalized to face prosecution. The eight teachers are Jackson Ngobya, Ashiraf Kavuma, Mesearch Jjuuko, Ronald Kyusa, Ismail Mubiru, Michael Ssempijja, Adam Turyasingura, and Sharif Waswa. Kasirye said they sneaked into candidates’ examination rooms and wrote answers on blackboards to allow pupils to copy.
The invigilators include Sylvia Nassango, Annette Nasamula (Chief Invigilator), Gonzaga Sekitoleko, Johan Lubega, Harriet Nakityo, and Sulati Mulindwa, all arrested from different PLE centers in Kyotera District for participating in examination malpractices. In Rakai District, police also arrested Noah Katende, who allegedly impersonated a UNEB scout and attempted to solicit money from various school headteachers.
Kasirye added that police investigation teams have recorded statements from both suspects and witnesses to support the prosecution process. The suspects face charges of aiding and abetting examination malpractices and unauthorized possession of examination materials under Section 25 of the UNEB Act, 2021. Section 25(2) of the Act states that anyone who intentionally or negligently aids a candidate to unlawfully access examination material is liable to a fine of up to UGX 20 million, imprisonment for up to five years, or both.
