The President Yoweri Kaguta Museveni, has confirmed the appointment of eleven Judges of the High Court. The judges, who were initially appointed in 2023 on a two-year acting basis, have now been confirmed following the successful completion of their probationary tenure.
According to a statement issued by the Judiciary, the instruments of appointment were signed by the President on August 24, 2025. The confirmed judges include Justice Makumbi David Samson Lwokya, Lady Justice Rubagumya Tumusiime Patience, Lady Justice Kania Rosette Comfort, Lady Justice Naluzze Aisha Batala, Justice Mwaka Phillip Willebrord, Lady Justice Jacqueline Mwondha, Lady Justice Dr. Akello Echookit Christine, Justice Karemani Jamson Karemera, Justice Farouq Lubega, Justice Kwizera Amos and Lady Justice Nabakooza Flavia.
On the same date, the President also appointed three Registrars of the Judiciary. These are Her Worship Agnes Alum, Her Worship Tusiime Sarah Bashaija Barungi, and Her Worship Justine Atukwasa. All three have been serving as Deputy Registrars before their promotion.
Who Are the New Registrars?
Her Worship Agnes Alum has served in the Judiciary of Uganda for over 20 years. At the time of her appointment, she was the Deputy Registrar in charge of Magistrates Affairs and Data Management.
She holds a Bachelor of Laws degree from Makerere University, a Postgraduate Diploma in Legal Practice from the Law Development Centre, and a Postgraduate Diploma in Public Administration and Management from Uganda Management Institute (UMI).
Alum began her judicial career in 2004 as a Magistrate Grade One. She later became a Chief Magistrate, Assistant Registrar, and then Deputy Registrar, serving notably at the Inspectorate of Courts.
She has undergone extensive training in mediation, judicial ethics, anti-corruption, and case management. She has also served on several Judiciary committees championing reforms, accountability, and performance management. Alum is highly regarded for her integrity, administrative competence, and leadership.
Her Worship Tusiime Sarah Bashaija Barungi
With 17 years of service in the Judiciary, Her Worship Tusiime was serving as the Deputy Registrar in charge of the Family Division at the time of her appointment.
She holds a Bachelor of Laws degree from Makerere University and two Postgraduate Diplomas — one in Legal Practice from the Law Development Centre and another in Public Administration and Management from UMI.
Appointed as a Magistrate Grade One in 2008, she rose through the ranks to become Chief Magistrate in 2021, and subsequently, Deputy Registrar. Her postings have included Mpigi, Kayunga, Buganda Road, and most recently the Family Division of the High Court.
Tusiime has also undertaken additional training in leadership, cybercrime and electronic evidence, and alternative dispute resolution. She currently represents Registrars on the Executive Committee of the Uganda Judicial Officers Association.
Her Worship Justine Atukwasa
Her Worship Justine Atukwasa has served in the Judiciary for over 20 years and was the Deputy Registrar at Mpigi High Court prior to her promotion.
She holds a Bachelor of Laws degree from Makerere University, a Postgraduate Diploma in Legal Practice from the Law Development Centre, two Postgraduate Diplomas, and a Master’s in Management Studies from UMI. She has also pursued graduate studies in law at the University of Haifa, Israel.
Atukwasa began her judicial career as a Magistrate Grade One and went on to serve as Chief Magistrate in various courts including Mengo, Nabweru, Jinja, Mukono, and Mityana. She was appointed Assistant Registrar in 2015, working in the Family and Land Divisions, and later in the Mpigi High Court Circuit, where she was promoted to Deputy Registrar in 2024.
She has held several leadership roles in professional associations, including serving as Treasurer for both the Uganda Judicial Officers Association and the National Association of Women Judges of Uganda. She has also served as a representative to the Law Council. Atukwasa is credited with spearheading initiatives to simplify and support the implementation of the Domestic Violence Act.
