Kampala Capital City Authority (KCCA) Lord Councilors have denied claims that they granted businessman Hamis Kiggundu the right to develop Nakivubo Channel. In a special council sitting on Monday, convened by Speaker Zahara Luyirika, councilors said no resolution was passed handing over the channel to Kiggundu of Ham Enterprises.

Deputy Speaker Nassur Masaba clarified that the April 3rd meeting did not authorize Kiggundu to build shops along the channel. He condemned Lord Mayor Erias Lukwago for allegedly spreading false claims in the media and urged him to withdraw his statements if unsupported by evidence.

Councilors also questioned whether Kiggundu has any legal approvals for his activities along the channel. Moses Kataabu called on the council to distance itself from a letter allegedly from President Museveni giving Kiggundu control without due process.

Ssendi Mosh said the issue has become a political witch hunt targeting NUP councilors, citing a false social media list accusing them of accepting bribes. James Mubiru accused Kiggundu of illegal construction, urging KCCA to take legal action as it does against ordinary citizens in wetlands or unauthorized areas.

During the sitting, Lukwago attempted to present three April 3rd resolutions he claimed granted Kiggundu access to the channel and proposed halting approvals for Kiggundu’s building plans. He also sought a resolution calling for Kiggundu’s arrest, which councilors opposed.

However, some councilors claimed they felt unsafe as individuals allegedly entered the hall intending to assault them, preventing Lukwago from reading the resolutions. Deputy Executive Director Simon Kigenyi confirmed Kiggundu had submitted a building plan for approval, which was still under review. Speaker Luyirika adjourned the meeting citing safety concerns.

Afterward, Lukwago said the sitting failed to resolve illegal activities at Nakivubo Channel. He maintained that resolutions 7, 8, and 9 from April 3rd granted Kiggundu access.

Speaker Luyirika said the special sitting aimed to clarify records amid allegations of bribery and denied that any resolution handing over the channel was passed.
