The former principal of Kaliro National Teachers college-KNTC, Grace Lanyero and the accountant, Clement Okiria, have been arrested for misappropriation of public funds.
According to Inspector General’s report signed by the directorate’s manager of prosecutions, Brenda Kimbugwe, Lanyero and Okiria’s alleged actions caused financial loss contrary to anti-corruption Act cap 116.
In the first count, it is alleged that the two irregularly authorised payments of 120,904,000 Shillings to Nissi Restaurant and takeaway. This money was reportedly meant to cater for meals and refreshments of participants during an information communications technology retooling workshop, while knowing that their actions would cause financial loss to the government of Uganda, since there was no corresponding evidence to justify such an expenditure.
In Count two, they are accused of irregularly processing the payment of 12,412,698 Shillings as withholding tax to Uganda Revenue Authority-URA between December 2022 and January 2023, whereas not, which was a manifestation of financial fraud.
Regarding the third count, the officials are also accused of abuse of office where they irregularly obtained a loan of 45,000,000 Shillings from Stanbic Bank without justifying the expenditure of the same.
While addressing the press after the duo’s arrest on Thursday, Fredrick Oketch, the regional inspector of government in Busoga sub region, says that, the suspects have already recorded statements and will appear before the anti-corruption court on Friday-URN.
