Last month, Moses Bekabye a big man at the finance ministry attended a meeting at state house with the president to discuss the leadership crisis at Uganda retirement benefits regulatory authority (URBRA).
During that meeting, Bekabye indicated to the president that his bosses minister Matia Kasaija and Secretary to Treasury Ramathan Goobi were too busy to give enough time to URBRA. Bekabye, who represents the finance ministry on the board, said that as a result of that neglect, confusion was increasing at UBRA.
He defended the embattled former ED Martin Nsubuga who is also his good friend by telling the president that the ED was a victim of intrigue and corruption by some board members.
He alleged that Nsubuga’s job contract wasn’t renewed in April 2024 because he refused to give 100m which his supervisors at the finance ministry and inside the URBRA board demanded.
Kasaija and Goobi protested and told the president they never ignored URBRA except that Bekabye had taken things personal by not regularly updating them yet he had only been delegated to represent the PSST and not himself.
Bekabye annoyed Kasaija even more when he claimed he went to his office many times to update him on URBRA matters but would be chased away by the minister’s Secretary and bodyguards like a chicken thief. This angered Kasaija even more and he blasted Bekabye infront of the president.
Museveni asked Bekabye for evidence about the 100m bribe and he asked for a private meeting to spill all the beans. Museveni said he must reveal it there and then. He finally agreed to give Bekabye more time but up to now, he has failed to produce any credible evidence implicating anyone.
This has put Bekabye in problems and he risks jail for giving false information to the president. Bekabye has also been concerned and bothered that there are some loaded people who have been trying hard to bribe some members of the public service commission to influence the outcome of the investigations the president ordered to be carried out into the conduct of Martin Nsubuga who had been painted very negatively in the internal audit reports on financial mismanagement.
All these developments have combined to make Moses Bekabye a very frustrated and scared man to the extent that he is considering fleeing the country for safer exile abroad because he fears that state house might push for his arrest and prosecution for deliberately giving false information to the president.
