Namisindwa RDC Under Fire: LC V Chair Demands Transfer After School Enrollment Expose

Namisindwa District LCV Chairperson, Jackson Wakweika, has asked the Ministry of the Presidency to transfer Assistant Resident District Commissioner (ARDC) Bosco Nabboge, accusing him of misconduct and souring relations with district leaders — an appeal that has sparked fresh debate about the cost of fighting corruption.

Wakweika’s request, made in a letter dated April 2, 2025, comes on the heels of Nabboge’s heightened scrutiny of government schools in the district, where he unearthed glaring discrepancies in enrollment data. During a visit to Kutsuyi Primary School in Mukooto, for instance, he found only 115 pupils present, despite records indicating an official enrollment of 688.

A similar case was uncovered at Situyi Primary School in Bumityero Sub-county, which listed 491 pupils but had only 143 in class. “These inflated numbers point to a systemic problem,” Nabboge said in an interview. “It’s a well-protected scheme, and the real beneficiaries remain in the shadows.”

However, Wakweika contends that the ARDC’s methods have been disruptive. In his letter, the chairperson wrote: “The image of the district is at stake… demeaning the image of the District.” He further accused Nabboge of “harassing female staff in the district and head teachers,” and claimed the ARDC has been “asking for money from head teachers of primary and secondary schools.”

Wakweika also challenged Nabboge’s working relations with both elected and security officials, saying he had “no interest” in collaborating with district leaders. “He has openly declared that he has no interest in working with politicians in his jurisdiction — that he is too holy and has the backing of Mr. Kirunda Farouk,” Wakweika noted. “He has got poor working relationship with District leaders, more so, political wing and security — for example, C.I.D, DISO, District Chairperson, D.P.C, RDC, ARDCC.”

In defense, Nabboge insisted that the backlash is a reaction to his anti-corruption stance. “Corruption in Namisindwa runs deep. Some of the people who are supposed to fight it are the ones shielding it,” he said. “I began this work after receiving complaints from residents about ‘ghost’ learners in schools — and the truth is, the numbers don’t lie.”

The district’s Education Officer, Sophie Kuloba, acknowledged the controversy and said her office plans an internal verification exercise to establish the accuracy of the enrollment figures. Meanwhile, community voices like Rogers Wanambwa have spoken out in support of Nabboge. “This is the first RDC we’ve seen take serious action,” Wanambwa said.

“He’s not just fighting ghosts in schools — he’s also restored sanity in the Parish Development Model by ensuring the arrest of errant officers.” Wakweika, however, maintains his stance, urging the Presidency to reassign Nabboge to another duty station. “The purpose of this letter is to request your office to transfer him to a different work station other than Namisindwa,” he concluded-URN.
