Kawempe North MP-Elect Elias Nalukoola Officially Gazetted

The Kawempe North MP-elect, Elias Luyimbazi Nalukoola, has finally appeared in the Uganda Gazette, paving the way for his swearing-in. The Uganda Printing and Publishing Corporation (UPPC) published his name in the Extraordinary Uganda Gazette, Vol. CXVIII No. 24, dated March 24, 2025. The gazette can be accessed on the UPPC service portal: portal.uppc.go.ug.

“Notice is hereby given by the Electoral Commission that the result for the parliamentary by-election for the directly elected Member to Parliament, Kawempe Division North, Kampala Capital City, in the schedule to this notice is hereby published in accordance with Section 78(1) of the Parliamentary Elections Act, Cap. 177,” the gazette states.

Nalukoola was declared the winner of the March 14 by-election by Kampala Electoral District Returning Officer Henry Makabai after securing 17,764 votes against his closest rival, Faridah Nambi of the National Resistance Movement (NRM), who garnered 8,593 votes.

However, the gazetted results published by UPPC show that Nalukoola obtained 17,939 votes, while Nambi’s tally rose to 9,058 votes. On Monday, a delegation from the National Unity Platform (NUP)—led by Secretary General David Lewis Rubongoya, Lawyer George Musisi, and MP-elect Elias Nalukoola—visited the Electoral Commission (EC) to demand an explanation for the delay in gazetting Nalukoola’s victory.

EC Deputy Spokesperson Paul Bukenya assured them that the commission had fulfilled its duty by submitting all necessary election results to UPPC. Last week, during a plenary sitting chaired by Speaker Anita Among, concerns were raised over the delayed swearing-in of Nalukoola. The Speaker clarified that Parliament was waiting for the results to be published in the gazette before proceeding with the swearing-in ceremony.

The Kawempe North by-election was marred by allegations of electoral malpractice and violence, prompting some media houses to withdraw their reporters due to security concerns. The ruling NRM party rejected the results, leading President Yoweri Museveni to order an investigation into the claims of violence and irregularities-URN.
