The Appointments Committee of Parliament has scrutinised nine presidential nominees to the Public Service Commission and one nominee to the Financial Intelligence Authority (FIA) board. The committee, chaired by Speaker Jacob Markson Oboth Oboth, interacted with the nominees on Monday as part of the constitutional process of examining their qualifications, competence, integrity and suitability for the positions.

Deputy Speaker Thomas Tayebwa, who briefed journalists on the proceedings, said the committee interviewed all the nominees to the Public Service Commission. The nominees are Vincent Seruma, designated chairperson; Jane Sanyu Mpagi, designated deputy chairperson; Dr Anthony Taabu Munyaho; Dr Hanifah Naamala Sengendo; Florence Mugonya Malinga; Dr Opio Alex Achol; Kenneth Namboga Madete; Patrick Ngolobe; and Mauda Norah Mugisha.

The committee also interviewed Maris Wanyera, who has been nominated to serve on the board of the Financial Intelligence Authority as the representative of the Ministry of Finance, Planning and Economic Development. Tayebwa said Wanyera currently holds a senior position in the Finance Ministry. The Public Service Commission is established under Article 165 of the Constitution and consists of a chairperson, deputy chairperson and seven other members appointed by the President with the approval of Parliament.

Under Article 166, the commission is responsible for advising the President on public service appointments and exercising functions relating to the appointment, promotion and discipline of public officers. It also guides and coordinates district service commissions and reviews matters relating to public officers’ terms and conditions of service. The vetting comes after the expiry of the previous commissioners’ terms at the end of July 2026. President Yoweri Museveni subsequently forwarded the new nominees for parliamentary approval.

The Appointments Committee is mandated to examine presidential nominees for senior public offices before submitting its recommendations through the parliamentary approval process. Tayebwa said the committee would forward its resolutions for further action after Monday’s interactions. The FIA, established under the Anti-Money Laundering Act, is responsible for receiving, analysing and disseminating financial intelligence as part of efforts to detect and prevent money laundering, terrorism financing and related financial crimes. The vetting of the nominees is part of Parliament’s constitutional role in scrutinising presidential appointments to key public institutions-URN.
