Uganda-Japan Outsourcing Platform Produces First Beneficiaries

An artificial intelligence-powered platform designed to connect Ugandan software engineers with Japanese companies has entered full operation following a successful pilot programme, opening new opportunities for skilled professionals to access overseas jobs while working from Uganda. The platform, AI-POD (AI-Powered Opportunity Development), was developed by Ugandan workforce development company Maarifasasa in partnership with Japan’s Akademia Co. Ltd.

It is part of the Uganda-Japan ICT Industry Promotion Project (UJ-Connect), an initiative supported by the Ministry of ICT and National Guidance and the Japan International Cooperation Agency (JICA) to strengthen digital cooperation and expand employment opportunities in the technology sector. Officials say AI-POD uses artificial intelligence to overcome one of the biggest barriers to cross-border digital work—language.

The platform enables Ugandan engineers and Japanese companies to collaborate using AI-powered translation, communication and workflow management tools, allowing both sides to work in their native languages while meeting Japanese business standards.

The platform enters full operation after a two-month pilot programme involving 38 student interns from Makerere University, the International University of East Africa and the Uganda Institute of Information and Communication Technology (UICT). During the pilot, participants developed and tested several AI applications that support recruitment, multilingual communication and remote software development.

Project leaders say the pilot demonstrated that Ugandan software engineers can effectively collaborate with Japanese companies using AI-assisted tools, laying the foundation for broader commercial deployment of the platform. Gen Suzuki, the Managing Director of Akademia Co. Ltd, said the programme was established to turn Uganda’s youthful population into a competitive digital workforce capable of serving international markets. He said Uganda’s large pool of young people represents enormous potential, but that potential must be translated into employment through investments in technology and skills development.

Suzuki said the partnership responds to the complementary needs of both countries. Uganda has one of the world’s youngest populations and an expanding pool of technology talent, while Japan is facing a shrinking workforce driven by an ageing population.

He said advances in artificial intelligence now make it possible for skilled Ugandan professionals to contribute to Japanese businesses without relocating, creating opportunities for digital exports and long-term collaboration between Africa and Asia.

Suzuki, however, cautioned that while artificial intelligence offers enormous opportunities, it should remain a tool that supports people rather than replaces human judgement.

Joseph Kibombo Balikuddembe, Dean of the School of Computing and Information Technology at Makerere University, welcomed the initiative, saying it reflects the university’s growing emphasis on practical, competence-based training that prepares graduates for the changing demands of the global digital economy.

He said partnerships between universities and industry are increasingly important in ensuring that students graduate with the practical skills required by employers.

The Ministry of ICT and National Guidance said the programme demonstrates Uganda’s growing potential as a source of skilled digital talent and a destination for technology-driven investment.

Carol Kagezi, Head of Partnerships and Alliances at the National ICT Hub, said the country’s greatest advantage lies in its people, adding that investments in innovation and digital skills will be key to Uganda’s competitiveness in the global economy.

She said initiatives such as UJ-Connect are creating stronger links between government, academia and the private sector while expanding opportunities for Ugandan innovators to participate in international technology markets.

With the platform now fully operational, project partners say the next phase will focus on connecting more Ugandan ICT firms and software engineers with Japanese companies through offshore software development projects and business-matching initiatives, positioning Uganda as an emerging exporter of digital services-URN.
