The Criminal Division of the High Court in Kampala has issued fresh production warrants for three suspects accused of murdering Ndiga Clan leader, Engineer Daniel Bbosa Kakeedo, after they failed to appear in court for plea. The warrants were issued on Wednesday by Justice David Matovu after proceedings stalled because only two of the five accused persons, Tabula Lujja and Ezra Mayanja, were produced before court.

Court heard that the three absent accused—Noah Lugya, Harriet Nakiguli and Joseph Nakabale—are being held at Kitalya Prison, Luzira Women’s Prison and Kigo Prison, respectively. However, the respective prison authorities reportedly did not receive production warrants requiring them to present the suspects before court. Justice Matovu directed that fresh production warrants be issued to the three prison facilities to ensure all the accused appear at the next court session.

The accused are represented by lawyers Richard Kumbuga and Richard Katushabe, while the prosecution is led by State Attorney Carol Tabaro. The case was adjourned to July 23, 2026, when all five accused persons are expected to take a plea before the High Court. The suspects were committed to the High Court in October 2024 by the then Mwanga II Chief Magistrate’s Court after the completion of investigations into the murder of Engineer Daniel Bbosa Kakeedo.

They were initially charged alongside Milly Naluwenda, the Secretary of the Kisekwa Court, but the Director of Public Prosecutions (DPP) later withdrew charges against her. According to the DPP’s summary of evidence, Engineer Bbosa was shot dead on February 25, 2024, at around 5:55 p.m. as he approached his home in Lungujja, Kampala. The prosecution alleges that two gunmen riding a motorcycle with a disguised registration number intercepted his vehicle and opened fire before fleeing. Residents pursued the attackers, leading to the lynching of one suspect, Enock Sserunkuma, while Noah Lugya was rescued by police from an angry mob and later arrested.

Investigators recovered the murder weapon, a 7.62mm assault rifle, along with a mobile phone and a bag after the suspects reportedly fell off their motorcycle during the chase. A postmortem later confirmed that Bbosa died from multiple gunshot wounds. The prosecution alleges that the murder stemmed from a long-running dispute over the leadership of the Ndiga Clan. According to the DPP, Tabula Lujja had opposed Bbosa’s leadership for more than three decades, claiming the position rightfully belonged to his lineage. The DPP alleges that meetings held between November and December 2023 at Tabula’s home in Mpigi discussed eliminating Bbosa after attempts to remove him through the Kisekwa Court failed.

Prosecutors further allege that Tabula provided a firearm to his nephew, Noah Lugya, and the late Enock Sserunkuma, instructing them to trail and kill Bbosa as he travelled to or from a clan function in Katosi, Mukono District, on the day of the murder. According to the prosecution, the suspects switched riding positions along the Northern Bypass before intercepting Bbosa’s vehicle and shooting him. The DPP further alleges that the motorcycle used in the attack belonged to MS Ego General Traders and that Lugya later admitted he had acted on Tabula’s instructions because of the clan leadership dispute.

The prosecution also claims Tabula financed the murder by selling a plot of land belonging to his sister and co-accused, Harriet Nakiguli, and later confessed after his arrest, allegedly stating that he had sent Lugya and Sserunkuma to kill Bbosa. Tabula was arrested on August 19, 2024, in Namulonge, Wakiso District, following a nationwide manhunt during which police announced a reward of Shs20 million for information leading to his arrest.

The DPP also intends to rely on CCTV footage, eyewitness testimony, confession statements, call data records, video recordings allegedly showing Tabula discussing the killing, and human skulls reportedly recovered from his shrine in Mpigi. Unlike previous court appearances, where Tabula frequently made public statements and admitted involvement in the murder while addressing the court, he remained calm throughout Wednesday’s proceedings and did not address the court-URN.
