Rukungiri RDC Rejects UGX30.5M Dump Site Fence Over Poor Workmanship

The Deputy Resident District Commissioner (RDC) of Rukungiri, Wilberforce Ahimbisibwe Ongom, has refused to commission a newly constructed fence at the Ruhega Garbage Dumping Site, citing poor workmanship and failure to meet the required specifications.

During an inspection of the project on Tuesday, Ahimbisibwe said the contractor, ISHEBA Contractors Ltd, had failed to fence the entire government land, leaving part of it vulnerable to encroachment.

He also observed that the entrance gate was too narrow for easy access by vehicles and that several fence pillars had been erected on the garbage heap instead of being anchored on firm ground.

The inspection was attended by Rukungiri Municipal Town Clerk Isaiah Tumwesigye, Municipal Executive Engineer Eng. Merynah Kekiijo, Principal Health Officer Dr. Davis Ahabwe, Deputy Mayor Mark Sulait Turyamureba and other municipal officials.

The fencing project, awarded to ISHEBA Contractors Ltd during the last financial year, is valued at 30.57 million shillings.

The inspection team found sections of the chain-link fence to be weak and unstable, indicating that the support pillars had not been properly constructed.

Ahimbisibwe directed the contractor to demolish and reconstruct the defective sections to the required standard before the project can be commissioned.

Municipal Town Engineer Isaiah Tumwesigye said the contractor has not yet been paid for the works and stressed that no payment will be made until the defects are rectified and the project is completed in accordance with the contract specifications-URN.
