The Vice President has warned both the technical and political figures from sabotaging the cattle rehabilitation program. The program ongoing in the three subregions of Teso, Lango, and Acholi that begun receiving cattle rehabilitation grants of Ugx 5, 0000, 000 m for each household.
The program is designed to rehabilitate the three regions with an allocation of Ugx 80 billion, a grant that will help restore the cattle in the regions. The Vice President Maj. Rtd. Jessica Rose Alupo Epel has issued a stern warning to government officials against stealing cattle rehabilitation grant funds intended for residents, stating that the president has emphasized the term as one of no corruption and sleep, and that any official found violating the project will face consequences.
Alupo made these remarks during a media briefing at her home in Katakwi town council on Sunday, June 28, 2026, following some reports of some parish chiefs and LCIs stealing beneficiaries’ money in Soroti district. She emphasized that the grants are clearly intended to benefit the people and should not be diverted, and she urged beneficiaries and all vigilantes to report any officer who diverted or stole funds to authorities.
According to Alupo, the government is determined to elevate people from abject poverty, so he urged citizens to rightfully consume government programs such as Parish Development Modal PDM, noting that the government will increase the parish funds from Ugx 100 million to Ugx 200 million, aiming to transform the society from poverty to a middle-income status where families can afford to live an affordable life where necessities such as clothing and medical care.
She also urged the technical teams in the region to oversee the appropriate implementation of other government programs such as Emyooga, Youth, and Women funding. Meanwhile, Alupo has challenged the cattle rehabilitation grants to use the funds and acquire livestock for the stated purpose. Alupo, who also serves as the woman member of parliament for Katakwi district, chaired the cattle rehabilitation consultation program reported that the Ugx 2.2 billion has been disbursed to the district, benefiting 450 households thus far, and more than 15,000 beneficiaries across the three regions have already received payment.
Alupo also promised to obtain a full accountability report on payments made to beneficiaries in Teso, Lango, and Acholi from Prime Minister Robinah Nabbanja’s Office to enable leaders in the three regions to track beneficiaries before the second quarter disbursement.
Samuel Barker Opio, Acting Chief Administrative Officer of Katakwi District Local Government, recently disclosed that in the first phase, 600 beneficiaries will be chosen from 20 sub-counties, with at least five people selected from each parish. The cattle restocking or rehabilitation program is a government initiative aimed at rehabilitating the Teso sub-region with cattle, and each registered household will get Ugx 5 million, equivalent to five cows.
The selection process is handled by Parish Development Committees at parishes, and the list of beneficiaries is presented or submitted to the districts, who verify it from the offices of CAO and RDC, before being forwarded to the office of the permanent secretary and finally to the office of the prime minister for payment-URN.
