High Court Issues Interim Injunction Against Bushenyi District Executive Committee

The Bushenyi High Court Deputy Registrar, His Worship Andrew Kabombo, has halted the functions of the District Executive Committee following the miscellaneous application for an interim injunction filed by five councilors. Kabombo directed the Bushenyi District leadership to suspend all activities until the applications in the High Court are settled.

He set the 14th July 2026 as the date to commence the hearing of the applications. The councilors are Douglas Mucunguzi, Denis Kanyankole, David Kakama, Arinda Allan, Nyakabirizi, and Anthony Katwara.

Through their advocates of M/S Oine and Nuwagaba Advocates, the councilors filed for an order for temporary injunction against the district chairman, Prosper Twebaze, his speaker, Banyanga Silagi, and the entire District Local Government.

The councilors prayed that the Court halt the services of the District Executive committee until the petition application for a judicial review they filed in court is disposed of.

The Councilors say the continued operations of the District Executive Committee with a pending constitutional review petition are a disservice to the people of Bushenyi.

In the Petition for an interim injunction order, the Councilors said that the continued operation of the District Executive Committee and other District Business Committees was at fault since their selection was done without following the right procedures.

They also allege that the committees had started receiving facilitations to do district work, yet they were not properly selected, which could cause the district a financial loss.

Isaac Walukaga, Counsel to the accused, says the Deputy Registrar has issued an injunction order specifically halting meetings for the District Executive Committee and the District Service Commission pending the final determination of the substantive applications.

He said that the applications are routine, and the reason behind the issuing of the injunction is to make sure that the substantive applications are not rendered nugatory.

Bushenyi District chairman, Prosper Twebaze, said the interim injunction halting the activities of the district leadership is failing the people. He adds that, fortunately, the injunction comes shortly after the approved names of the District Service Commission have already been submitted to the Public Service Commission for determination.
