Two Arrested Over Bank of Uganda Laptops Theft

The Uganda Police Force has arrested two suspects in connection with a break-in at the Bank of Uganda headquarters and the theft of seven high-end laptops.

Police spokesman Kituuma Rusoke identified the suspects as Boaz Kule, a 19-year-old resident of Wabigalo, and accomplice Ramadhan Kabuye, aka Rhama, a resident of Nsambya Zone C in Makindye Division, a Kampala City Suburb.

The suspects were arrested by the Crime Intelligence and Criminal Investigations Directorate. Police say they are behind the break-in at Bank of Uganda headquarters in Kampala, where seven laptops were stolen in a coordinated burglary now under joint security investigation.

Kituuma did not say how the suspects entered one of Uganda’s most secure institutions, noting that investigations are ongoing. However, sources close to the investigation say at least five Counter Terrorism police officers have been detained to determine whether they were involved.

The incident was first reported on Monday, May 4, 2026, after the Bank of Uganda confirmed a breach at its headquarters on Plot 45, Kampala Road near City Square. The bank said the intrusion likely occurred overnight.

The break-in was widely seen as a major security lapse, raising concerns about trust and internal controls at the Bank of Uganda. Critics said the breach exposed “disturbing weaknesses” in one of the country’s most secure facilities, after the robbers spent nearly three hours inside undetected. Others argued the burglars had inside help, citing the method of entry and theft of specific high-end laptops. They allege the break-in could have been staged to destroy sensitive information.

Security forces sealed off several arcades in Kampala to search shops dealing in stolen phones and laptops, apparently seeking the Bank’s stolen devices. The operation covered City House, Kalungi Plaza and Mutaasa Kafeero on William Street. At least 20 people were arrested and detained at Central Police Station.

This is not the first incident of theft at the Bank of Ugandaas in September 2024, $17 million, about Shs60 billion, mysteriously disappeared from the Central Bank and was traced to foreign accounts in the United Kingdom and Japan.

At least nine officials from the Bank, Ministry of Finance and Accountant General’s office were arrested and charged with have orchestrated fraudulent payment of a purported contractor and instructed BOU to disburse the money-URN.
